Ryan International Travel Agency was involved in illegally attracting money. Prosecutors prosecuted the person in charge in accordance with the banking law.

Ryan International Travel Agency is suspected of launching a three-year fund-raising plan of NT$200,000 per unit through Facebook's "Angel Investment Platform", with the slogan of becoming a "VIP partner" of the travel agency and enjoying travel discounts. It also promised to guarantee dividends of 3%, 4%, and 5% year by year, and the entire principal can be recovered at the end of the period. The Taipei District Prosecutor's Office investigated and prosecuted Lin, Zhu and Rui'an Travel Agency for violating banking laws.

The prosecution pointed out that 37-year-old Lin Xinyue is the representative and actual person in charge of Ruian International Travel Agency, and 37-year-old Zhu Shaoqian serves as the project manager of the travel agency. The two knew that unless otherwise stipulated by law, non-banks were not allowed to engage in the business of accepting deposits, nor were they allowed to absorb funds in the name of borrowing, receiving investments, etc., and they agreed to pay dividends or other remuneration that was clearly disproportionate to the principal, and they were still suspected of jointly raising funds from outside the bank.

Prosecutors found that since August 29, 2025, Lin Xinyu posted a "three-year fund-raising plan" through the Facebook group "Angel Investment Platform", claiming that by investing 200,000 yuan per unit, he could not only become a VIP partner of Rui'an Travel Agency and enjoy travel discounts, but also receive annual dividends. After the expiration of three years, he could receive his principal back and be given priority to participate in the next phase of the stock subscription plan.

Ruian Travel Agency also produced the "2026 Ruian Travel Fundraising Prospectus", which states that the fundraising period is from 2026 to 2028, and each unit is 200,000 yuan. The guaranteed dividends in the first year are 3% of the investment amount, 4% in the second year, and 5% in the third year. This means that for every 200,000 yuan invested, at least 6,000 yuan, 8,000 yuan, and 10,000 yuan are expected to be obtained in three years, and the principal will be returned at the end of the period.

Prosecutors found out that Lin Xinyue and others subsequently revised the investment plan, changing the dividends originally paid annually to half-yearly dividends; the first and second half of the first year were 3% each, with a full-year guarantee of 6%; the first and second half of the second year were 4% each, and the full year was 8%; the third year was 5% each, and the full year was 10%. The investment conditions were further increased than the original plan.

The prosecution pointed out that a number of investors had successively remitted money, each with an investment amount of 200,000 yuan, and the money was remitted to a designated bank account. The prosecutors concluded that Lin Xinyue and Zhu Shaoqian were suspected of absorbing funds through investment, dividend distribution and return of principal upon maturity, exceeding the scope of general travel agencies operating tourism business, and were involved in the illegal operation of deposit collection business under the Banking Law. Public prosecution was launched in accordance with the law.
