These three "half-hour traffic circles" are respectively the county "half-hour traffic circle", the township "half-hour traffic circle", and the key village "half-hour traffic circle".
Cai Hong introduced that building a "half-hour traffic circle" in the county will allow the county to reach the train station and get on the expressway within half an hour, allowing the county, the "leader", to run faster and better promote surrounding development.
Build "half-hour traffic circles" in towns and villages, that is, by upgrading low-grade highways and optimizing the national and provincial trunk line networks, allowing towns and villages to access express highways of grade II and above within half an hour, so that people can save a lot of time when going to the county for medical treatment, schooling, etc.
To build the "half-hour traffic circle" in key villages, we will implement a new round of rural road improvement actions and create the "Four Good Rural Roads" version 2.0, so that key villages can access third-level and above roads within half an hour, and comprehensively help key villages achieve "area group" development.

In addition to the above, exploring and innovating passenger and freight transportation modes and in-depth promotion of "transportation +" integrated development are also the focus of Zhejiang Transportation's efforts to support county development during the "15th Five-Year Plan" period.
Regarding innovating passenger and freight transportation modes and improving the equalization of urban and rural public services, Cai Hong said that the province will create urban and rural public transportation "micro hubs" in terms of passenger transportation and promote the "fixed shift + appointment response" model; in terms of freight, it will accelerate the construction of a three-level logistics system at county, township, and village levels, launch the "Zhejiang Passenger and Freight Mail" service brand, and explore the use of drones to "fly" high-quality agricultural products out of the mountains and across islands, making logistics smoother and cheaper.
Focusing on promoting the integrated development of "Transportation +" and driving people along the route to increase their income and become rich, Zhejiang will support the main agricultural product-producing areas in building roads and smoothing logistics in terms of "Transportation + Agriculture", and will continue to implement the free green channel policy for agricultural products on highways; in terms of "Transportation + Tourism", Zhejiang will create high-quality self-driving products Tourist highways and high-quality tourist routes will be used to polish a series of brands such as "Driving in Zhejiang", "Boating in Zhejiang" and "Enjoying Zhejiang by Riding"; in terms of "transportation + industry", the road network construction from the county to key industrial parks will be smoothed out to promote the efficient flow of resource elements, so that enterprises can enter raw materials and export products.
