Hsinchu County's "Taiwan Knowledge Economy Flagship Park (Puyu Project)" and "Zhuke Phase III" projects continue to advance. Local residents and citizen groups have launched a joint petition calling on the government to respect the local historical context and rescue and preserve more precious natural and cultural assets while stepping into technological development.

As major urban projects and section expropriation cases such as "Taiwan Knowledge Economy Flagship Park (Puyu Project)" and "Zhuke Phase III" in Hsinchu County continue to advance, local residents and citizen groups have launched a joint petition to join forces with civil society and submit proposals to the Guest Committee and the Hsinchu County Government. They strongly call on the government to respect the local historical context and rescue and preserve more precious natural and cultural assets while stepping into technological development.

Founders of the Hsinchu County Cultural Assets Preservation Alliance, Li Xuchuan and Deng Yizhong, pointed out with concern that the key points of land use zoning control in the "Detailed Plan to Change the High-Speed ​​Railway Hsinchu Station Specific Area Plan" were commissioned in 2009 by the Urban and Rural Affairs Institute of National Taiwan University to investigate and write the principles for the preservation and treatment of natural and cultural assets in the planned area. However, time and space have changed, and the current planning company has been changed, so the change should be reviewed again.

The above two major development zones contain rich Hakka spatial elements, such as Banyuechi, Huatai, Hecheng, Bogong Temple, Hakka Rooms, Shuizhen and clan halls, etc., which are irreplaceable Hakka spatial elements and community life memories. In order to respect the local historical context, the alliance jointly put forward three specific demands:

The first is a comprehensive survey and management: Based on the key points of subsidy, the Hsinchu County Government is requested to fund the Hsinchu County Government to conduct a "carpet survey of guest village memory space" in District 2, register and manage the old houses, Bogong Temple, water conservancy facilities, etc., and incorporate them into the urban planning public facilities system for the overall design. Secondly, land zoning should be reviewed: re-examine the land use zoning of historical landscapes such as Donghai Century-old Shuilong Room and Longxi Hall Pengwu to avoid being destroyed by development due to being classified as residential areas.

The alliance finally proposed to convene a tripartite consultation meeting: the guest committee, Hsinchu County government and the expert supervision group will jointly hold a consultation meeting on the preservation of the memory space of the guest house, and invite citizen groups to participate in the dialogue. It is expected that by significantly increasing the number of preserved natural and cultural assets and allowing the life of cultural landscapes to continue to flow, a sustainable park that "pays equal attention to both nature and humanity" will be truly created and the land memory of Hsinchu will be retained for the next generation.
