The Green Island Township Office took over the "Taiwu Ship" in March last year. It originally hoped to introduce private operations through BOT mode after repairs. Green Island's fisheries and transportation no longer have to depend on the current transportation and ship operators. It is said that at that time, through the county government, they contacted the Kinmen County government, which was not sure what to do with the Taiwu Ship, and then provided a sum of about hundreds of thousands of yuan in supplies for the elderly in Kinmen to use in exchange for the ship.

However, the results of the ship's follow-up maintenance assessment were not as good as expected. The cost of repairs was increased from the initial estimate of 20 million yuan to at least 80 million yuan. Just towing the ship to Kaohsiung and making initial repairs to prevent oil leakage in Kaohsiung Port, plus the daily berthing fee of 10,000 yuan, has cost 10 million yuan so far.

Furthermore, the funds that were originally sought through the legislators were not forthcoming. The township office proposed the "Taiwu Passenger Ship Scraping and Disposal Case" at the 18th Extraordinary Meeting of the 22nd Session. It was instead proposed to adopt the method of "scrap public bidding and delivery in current condition", which was approved by the Villagers' Representative Association. At present, a professional unit has been entrusted to conduct appraisal, and the results are expected to be obtained before September 21, and then the online public auction will be conducted.

In fact, the township office originally had a secret case. If the maintenance went wrong, it could be used as a fish reef to develop green island tourism. However, after evaluation, it would cost hundreds of millions of dollars, so it was decided to directly auction it for scrap metal in Kaohsiung.
