Discussion on fair and transparent work selection methods... “Re-examining the operating method”

(Seoul = Yonhap News) Reporter Lim Soon-hyeon = The Ministry of Culture, Sports and Tourism announced on the 11th that it will hold a 'policy debate on improving the system of architectural works of art' at the main auditorium of the National Folk Museum in Jongno-gu, Seoul on the 16th.

In this debate, we will listen to on-site opinions on the content related to the 'architectural works of art system' among the amendments to the 'Culture and Arts Promotion Act' proposed by Representative Jo Gye-won of the Democratic Party of Korea on July 21, and discuss ways to improve the system.

The building artwork system stipulates that when constructing a building with a total floor area of ​​10,000 m2 or more, an amount determined by Presidential Decree within the range of 1/100 or less of the construction cost must be used to install a work of art, or 70/100 of the amount must be contributed to the Culture and Arts Promotion Fund.

So far, it has been evaluated as a system that has contributed to the public's access to art in everyday spaces and to artists' opportunities to create. However, there have been consistent calls for system improvement regarding the fairness and transparency of the work selection process and management after installation.

Accordingly, in order to increase fairness and transparency in the selection of works, Rep. Cho prepared an amendment to expand the scope of mandatory competition for works and establish a new competition agency system.

At the discussion, Ewha Womans University adjunct professor Park Kyung-shin will make a presentation on the topic of 'mid- to long-term development plan for the architectural art work system' and then propose alternatives to installation obligations through rental of art works and measures to strengthen follow-up management after installation.

Subsequently, artists in various fields such as painting, sculpture, and media art, experts in the architectural field, related associations and organizations, and officials from local governments will participate and present various opinions from the perspectives of creative sites, architectural sites, and local governments.

An official from the Ministry of Culture, Sports and Tourism said, "It is time to reexamine the operating method of the architectural works of art system in line with the changed creative environment and construction site conditions." He added, "The voices of the field coming out of this debate will be faithfully reflected in the National Assembly bill review process and in the preparation of measures to improve the system."
