(Seoul = Yonhap News) Reporter Lim Hyeong-seop = Presidential Chief of Staff Kang Hoon-sik said on the 19th that the National Police Agency announced a bill to amend the Enforcement Decree of the Road Traffic Act to impose fines for illegal parking of motorcycles and other two-wheeled vehicles, saying that the difficulties in the field may not have been properly reflected and ordered the preparation of an improvement plan.
At a meeting of senior aides presided over at the Blue House on this day, Director Kang said, “After the announcement of the legislation, more than 4,000 opinions were received. Among them, there were those that pointed out that punishment would be strengthened without providing parking spaces, and that we should closely examine the nature of delivery work where parking is inevitable and the economic burden on drivers who make a living.”
Director Kang said, “Under these circumstances, if we only focus on cracking down on illegal parking, there is a high possibility that it will become a desk-based administration that ignores the livelihoods of delivery workers and their on-site grievances,” and requested, “The National Police Agency should actively reflect opinions from the field and come up with an improvement plan that takes into account the work characteristics of workers while maintaining the purpose of improving the system.”
Regarding the recent heavy rain damage on the southern coast, he emphasized, "We must speed up efforts to improve national disaster prevention performance in line with climate change and continuously inspect related facilities."
Director Kang said, “In preparation for the situation where the frequency and intensity of heavy rains are increasing due to climate change, the government significantly raised the disaster prevention performance target in December of last year,” and urged, “Related ministries should also reorganize and inspect infrastructure according to strengthened standards.”
Meanwhile, Director Kang urged the Blue House and the government to respond faithfully to the upcoming National Assembly audit.
In particular, he said, “The National Assembly inspection is an important opportunity for the government to receive evaluation from the National Assembly and correct shortcomings,” and added, “In the case of matters repeatedly pointed out in the National Assembly inspection, the performance of improvements must be checked.”
He added, "We must take care so that the National Assembly's comments lead to substantive improvements in the government and the public can feel the changes," adding, "I ask the Blue House to make special efforts to become a responsible government that is more trusted by the National Assembly and the public."
