The government is stepping up its crackdown on e-cigarettes and plans to offer rewards for reporting people, but it does not mean you can get bonuses if you report someone who has e-cigarettes. Shen Jingfenjin, director of the National Health Commission, said that the current revised version of the "Tobacco Harm Prevention and Control Law" has incorporated a reporting reward mechanism, which mainly targets major violations such as manufacturing and importing, hoping to solve underground factories or major illegal importing cases. As for personal possession of e-cigarettes, the mother law currently does not design reporting rewards.

Shen Jingfen said that the revised provisions of the "Tobacco Harm Prevention and Control Law" indeed designed reporting rewards. As for if people find someone possessing e-cigarettes, can they still receive rewards if they report it? Shen Jingfen made it clear that for reports of personal possession, "there is currently no reward system in the provisions." The current revised version of the law still rewards major violations such as manufacturing and importation.

However, how the rewards will be distributed after reporting, the amount of the rewards and related conditions have not yet been finalized. Shen Jingfen pointed out that the relevant details still need to be held at a meeting and the sub-steps will be finalized. They will not be announced to the public until they are completed. There is currently no set timetable.

In addition, the government has recently set up e-cigarette recycling bins to encourage people to take the initiative to return illegal e-cigarettes. Shen Jingfen said that it has been observed that people in some counties and cities have taken the initiative to deliver items. The recycling bins are designed to be "only in, not out", and are based on the principle of anonymous and independent delivery.

Shen Jingfen pointed out that at this stage, the policy is still mainly to encourage people to take the initiative to recycle. It will not require counties and cities to regularly open recycling bins to count the quantities, and it is not hoped that this will cause competition between counties and cities. Counties and cities are also currently setting up recycling bins and conducting related publicity, hoping that people who still have illegal e-cigarette products can have safe channels to deliver them independently to avoid random discarding.
