시는 "서울의 1인가구가 전체 가구의 약 40%에 이르고, 구성도 청년에서 중장년·노년층까지 다양해지면서 기존 사회적 관계 형성 중심의 정책만으로는 주거·안전·건강·돌봄·경제적 자립 등 복합적인 수요를 충분히 반영하기 어려워졌다"고 개정 이유를 설명했다.
이 조례에는 서울에 거주하는 1인가구를 기본 지원 대상으로 삼아 맞춤형 지원을 하기 위한 근거가 담겼다.
다만 일시적으로 혼자 생활하는 사람 등 1인가구에 준해 지원할 필요가 있는 경우에는 규칙으로 정해 지원할 수 있도록 했다.
지원 영역도 구체화했다. 전월세 계약 상담과 현장 동행 등 주거 안정, 건강관리와 질병·외로움 예방 등 돌봄, 안심장비 설치와 안전귀가 등 범죄예방·생활안전, 사회적 관계망 형성과 사회참여 지원 등이 지원 영역에 포함됐다.
이를 통해 요리 교실 등 식생활·문화 여가 프로그램과 경제교육·맞춤형 일자리 연계, 심리상담 등 정서적 돌봄, 생활환경 개선사업도 지원할 수 있게 됐다.
특히 모든 1인가구를 동일하게 지원하기보다 사회적 고립 정도와 경제적 여건, 연령, 건강 상태 등을 고려해 지원 필요성이 큰 1인가구를 우선 지원할 수 있도록 했다.
정책 수립 과정도 종전보다 체계화했다.
1인가구 지원 기본계획을 5년마다 수립하고 매년 시행계획을 마련하기로 했다.
전년도 정책 추진 결과를 평가해 다음 해 계획에 반영하고, 추진 실적을 시의회에 보고하도록 해 계획부터 사후관리까지 책임 있는 지원이 이뤄지도록 장치를 마련했다.
또한 5년마다 1인가구 실태조사를 실시해 연령·성별·지역, 주거 형태와 소득, 건강·돌봄·사회적 고립 정도, 정책 수요 등을 파악하고 이를 기본계획과 시행계획에 반영한다. 필요하면 수시 조사도 시행한다.
서울시 1인가구 광역지원센터의 역할도 명확히 했다.
센터는 지원사업과 프로그램을 개발·보급하고 자치구 지원센터의 운영과 종사자 교육을 지원한다. 아울러 자치구 센터 간 협력과 민간 자원 연계, 사업 성과분석, 고난도·복합 상담사례 연계도 담당한다.
자치구의 1인가구 지원센터 설치·운영에도 시설비와 사업비 등을 지원할 수 있다.
시 관계자는 "자치구별 성과를 평가해 우수한 자치구에는 행정·재정적 지원을 할 수 있는 근거도 새로 마련했다"며 "1인가구 현실에 맞는 지원 정책을 수립해 시행해 나가겠다"고 말했다.
