Hsinchu mayor candidate He Zhiyong held an opening tea party at the campaign headquarters today and held the first press conference to explain his political views. He proposed the "Citizens' 16,800 Living Support Fund". Each registered Hsinchu citizen can receive 16,800 yuan per year for four consecutive years and is limited to consumption within Hsinchu City.

He Zhiyong explained that the plan refers to the meal subsidy for disadvantaged children in southern counties and cities, which is calculated as 70 yuan per day, 5 days a week, 1,400 yuan per month, and 16,800 yuan per year. The distribution target is all citizens registered in Hsinchu City, regardless of age and gender. The issuance method is non-cash and can be used to store value through electronic payment or citizen cards. It can only be used at the four major supermarkets, traditional markets and local stores in Hsinchu City.

He Zhiyong pointed out that one-quarter to one-fifth of Hsinchu's population is directly related to the science park, but the park also brings negative external effects such as rising prices, housing prices, and traffic congestion, which are borne by all citizens. "The city government should let the majority of citizens feel that the government is willing to help them." He also responded to the outside world's statement that "if Ho Chi-yong is elected, there will be no welfare benefits." Frankly speaking, it is a rumor, "We take over the municipal government, not only to maintain it, but also to make it better."

He Zhiyong emphasized that the living support payment is not a one-time universal payment. "The universal payment will be gone once and will be reissued after the election. We are turning the one-time subsidy into four consecutive years and into a long-term social safety net." He said that this plan combines the concept of universal basic income and stimulating consumption. On the one hand, it takes care of the life security of low- and middle-income households; on the other hand, it invigorates the local economy.
