The focus of Tianjin’s natural resources work will shift from ensuring and distributing resources to promoting coordinated and joint construction.

China News Service, Tianjin, September 30 (Zhou Yaqiang, Sun Yifei) Reporters learned from a press conference held by the Tianjin Municipal Government Information Office on the 29th that during the "15th Five-Year Plan" period, the focus of Tianjin's natural resources field will shift from ensuring and distributing to promoting collaborative construction and supporting the construction of a modern capital metropolitan area with high-level spatial governance.

Kong Jiwei, chief planner of the Tianjin Municipal Planning and Natural Resources Bureau, said that in terms of planning leadership, Tianjin will fully implement the requirements of the collaborative spatial planning of the capital metropolitan area and the Tianjin Municipal Land and Space Master Plan, improve the planning transmission mechanism step by step, anchor three red lines for rigid control, and promote the construction of a land and space development and protection pattern with clear main functions and complementary regional advantages. At the same time, we coordinate the space requirements of major engineering projects to ensure that the planning is "manageable, well used, and able to keep up with development."

In terms of ensuring cross-regional elements, Tianjin will focus on the “three connections”. In terms of "hard connectivity" for transportation, we will focus on providing land and sea services for cross-regional infrastructure such as the Beijing-Tianjin intercity and Tianjin-Weihai high-speed railways, and weaving the "Beijing-Tianjin-Hebei region on the rails"; in terms of "soft connectivity" of industry, we will prioritize the allocation of platform space resources such as the Beijing-Tianjin Cooperation Demonstration Zone and Wuqing Beijing-Tianjin Industrial New City to ensure that Beijing's scientific and technological achievements are implemented in Tianjin; in terms of ecological "green connectivity", we will coordinate the implementation of Beijing-Tianjin landscape projects and build a solid ecological security barrier for the capital.

In terms of promoting key areas, Tianjin will build a "one axis, two belts, four dimensions and multiple points" key regional spatial development system, strengthen the Beijing-Tianjin main axis, optimize the Haihe River charm belt and the blue bay belt, empower the integrated development of ports, industries and cities in Binhai New Area, and enhance the maritime gateway function of Tianjin Port. At the same time, we will deepen the integrated development of "stations, industries and cities", take the renewal and quality improvement around six major hubs such as Tianjin West Railway Station as a breakthrough, and cultivate new growth poles that lead the development of hub economy and flow economy.

Kong Jiwei said that in the next step, high-level spatial governance will be used to serve the construction of a modern capital metropolitan area and promote regional integration and the integration of Beijing and Tianjin into a deeper and more solid city.
