China News Service, Haikou, September 30 (Zhang Yuehe) Chen Haidong, Director of the Development and Reform Commission of Wuzhishan City, Hainan Province, said at a special press conference on Wuzhishan City of Hainan Province's "Getting Started with the 15th Five-Year Plan" series on the 29th that the city will coordinate planning from four aspects, including ecological constraints, industrial tracks, project support, and implementation mechanisms, to accelerate the construction of a rainforest city in an ecological civilization pilot zone.
Facing the "15th Five-Year Plan", Wuzhishan City is based on its positioning as an ecological conservation area in central Hainan Island, clarifies rigid ecological management and control requirements, focuses on ecological industrialization and industrial ecology, and resolutely curbs the implementation of high-energy-consuming and high-emission projects. The plan has a separate chapter on ecological economy, laying out seven leading industries, clarifying a number of quantitative goals such as total agricultural output value exceeding 2 billion yuan and tourism revenue exceeding 2.8 billion yuan in 2030, and building an eco-friendly industrial system.
Chen Haidong said that Wuzhishan City will deeply integrate the free trade port policy and subdivide the new productivity industry tracks. Systematically sort out policy application scenarios such as zero tariffs, value-added processing, cross-border service trade, etc., and focus on the layout of new tracks such as water economy, the entire bicycle industry chain, low-altitude economy, and cross-border e-commerce; create the "Five Zeros" (zero hormones, zero chemical fertilizers, zero mulch films, zero chemical pesticides, and zero herbicides) in the entire water area, strengthen the "three leaves" of tea, cigars, wild vegetables, and the understory economy. Incentive measures and implementation details will be introduced according to the industrial chain to create differentiated industrial paths and avoid regional homogeneous competition.
Wuzhishan City will also adhere to project traction and build a closed-loop project reserve system. A "five-list" mechanism for projects was established, and key projects such as mineral water, beverage factories, and sports complexes were included in the outline, and a list of 117 major projects covering infrastructure, industry, and public services was compiled, with a total investment of over 27 billion yuan. Combined with the urban and rural spatial layout of "1 central urban area, 7 characteristic towns, and N beautiful villages", exclusive characteristic industries will be matched for each township to achieve precise connection between space and industrial planning.
Chen Haidong said that Wuzhishan City's "15th Five-Year Plan" outline incorporates innovative systems such as GEP assessment, carbon sequestration green finance, government-enterprise docking salons, and industrial chain investment promotion; supports the division of key tasks, establishes annual monitoring, mid-term evaluation, and dynamic adjustment assessment systems; and incorporates industrial income increase, carbon sequestration improvement, and people's income increase into normalized evaluation, promotes the continuous transformation of ecological advantages into development advantages, and embarks on a high-quality development path of new productive forces in ethnic minority areas.
