In Russia, the law on licensing trade in tobacco and nicotine comes into force on October 1

In Russia, on October 1, the law on licensing the wholesale and retail trade of tobacco and nicotine-containing products comes into force.

Licensing will cover the entire commodity supply chain: from manufacturers and importers to wholesale companies and retail outlets.

The validity period of the licenses will be no more than five years, and to obtain them it will be necessary to fulfill a number of requirements, including payment of state duty and the absence of tax debt of more than 3 thousand rubles.

MOSCOW, October 1 - RIA Novosti. In Russia, on October 1, a law introducing licensing of wholesale and retail trade of tobacco and nicotine-containing products comes into force.

According to the document, licensing will be subject to the purchase of tobacco and nicotine-containing products and raw materials for them, storage and supply of such purchased products and raw materials, retail and distribution trade of tobacco and nicotine-containing products. At the same time, the ban on trading without a license will come into force only in March next year.

The validity period of such licenses will be no more than five years. To obtain a license, there are a number of requirements, including payment of the state duty for its issuance and the absence of tax debt in the amount of more than 3 thousand rubles.

Licensing will make the market for tobacco and nicotine-containing products more transparent, reduce the share of illegal trafficking and protect minors from tobacco and vaping, explained the office of Russian Deputy Prime Minister Dmitry Grigorenko.

As RIA Novosti was told by the tobacco company JTI Russia, state regulation in the licensing format will for the first time cover the entire commodity supply chain: from manufacturers and importers to wholesale companies and retail outlets.
