A man hit a police officer with his chest after being stopped for violating regulations while riding a bicycle. He was fined nearly NT$8,000.

A 43-year-old man surnamed Yang was riding his bicycle at an intersection near Dazhi Miramar in Zhongshan District, Taipei City at around 10 pm on June 19 this year. He was stopped by the police because he did not turn on his headlights and the female passenger in the back seat was not wearing a helmet. Yang not only opened his eyes and lied, saying that he did not have the key, but refused. He refused to cooperate with the move of the car, but later returned to the scene on foot, ran a red light again, and repeatedly hit the police with his chest. He was eventually placed under protective control by the police and was prosecuted in accordance with the Social Order Maintenance Act. In addition to receiving three tickets, the court fined him NT$3,000.

Police investigation revealed that at that time, Chief Lai Xintian of Dazhi Police Station of Zhongshan Branch and police officers Zhou Kecheng, Huang Kaixiang and others were on duty at the intersection of Lequn 3rd Road and Jingye 3rd Road. After Yang was stopped, his attitude was arrogant. He clearly had the key in the motorcycle, but he frequently shouted provocatively at the police officers, such as "I can't move without the key," "You can help me move it," and even asked the police to issue orders faster.

Considering the frequent traffic at the intersection, the police repeatedly advised him to move to a safe place on the roadside to maintain traffic safety. However, Yang continued to be the same as before. After the police issued a ticket and warned the woman in the back seat not to ride again, Yang rode away first, leaving the female passenger waiting where she was. Unexpectedly, not long after, Yang ran through a red light and crossed the road on foot to return to the scene.

The police recorder video captured that after Yang Nan returned to the scene, he kept yelling at the police officers on guard, moved forward with his body, and hit the police officers with his chest several times. The police saw that he refused to listen to his repeated advice. Considering that the scene was a traffic thoroughfare and densely populated with people and vehicles, in order to maintain order and safety on duty, Yang Nan was placed under protective control on the spot, and was subsequently sent to law for violating Article 85, paragraph 1, of the Law on the Maintenance of Social Order.

The case was heard by the Taipei Summary Court of the Taipei District Court. The judge held that Yang took obviously inappropriate actions when a civil servant was performing his duties in accordance with the law. Although it did not reach the level of rape and coercion, it had affected the operation of the official business. This month he fined him NT$3,000. If coupled with the maximum fine of 4,600 yuan for traffic violations such as not turning on headlights, not wearing a helmet, and disobeying police instructions, Yang's violation and provocation to the police cost nearly 8,000 yuan, which is really not worth the gain.
