It has an online presence on Alibaba, Taobao and other platforms to cover small and medium-volume procurement needs. The five-point protective belt produced by this company failed twice in the national supervision and inspection of product quality.

The inspection team personnel simultaneously carried out data verification and on-site inspection of the workshop, and found that the production workshop was not divided into standardized areas for products to be inspected, qualified products, and unqualified products. Various semi-finished products and accessories were piled randomly, and the production partition management was ineffective.

The inspection team also found that the company’s quality inspection of outsourced accessories only focused on appearance inspection.

As the core technical basis for production, its process documents are not only an important carrier for production process control and quality traceability, but also an important document for supervisory verification and back-checking of product quality issues. However, an in-depth inspection by the inspection team found that this batch of crucial technical information had been destroyed.

During the monitoring, the quality inspection team discovered that an online store claiming to be the "China Product Testing and Inspection Center" had extremely high transaction volume. The undercover investigators paid an order fee of 500 yuan on the e-commerce platform. Without sending samples or actual testing, they successfully received the electronic version of the mahogany furniture inspection report promised by the other party the next day.

The reporter noticed that the customer service payment information of the online store showed a company named "Junchuang Entrepreneurship Consulting Service (Shandong) Co., Ltd." The reporter followed the inspection team and locked in the actual operating location of the online store in Weifang, Shandong.

Law enforcement officers retrieved the online store's backend sales data and transaction records on site. In the work mobile phone of the online store's customer service staff, law enforcement officers found transaction records with undercover personnel.

The reporter found at the scene that a customer service member of the online store was communicating with a customer about a clothing inspection business, and the chat dialog box was specially marked as "Out today." The service process sent by customer service to customers includes 9 steps: it only takes two days from "filling in the order form" to "available for inspection" in the report, but there is no core link of "sending samples for testing". This is obviously inconsistent with the inspection submission process displayed on the e-commerce platform details page.

According to the "Measures for the Administration of Qualification Certification of Inspection and Testing Institutions", inspection and testing institutions must obtain CMA qualification certification in accordance with the law before they can engage in relevant inspection and testing activities. The Weifang Municipal Public Security Bureau found that in addition to the online store involved, the company also actually operated two other online stores, "Baina Testing" and "Professional Third-Party CMA Testing Agency", recruited customers through Taobao stores, and produced a large number of false inspection and testing reports through third-party outsourcing intermediaries. The false reports were stamped with forged inspection company seals. The case is being investigated in depth.
