The "Social Emergency Ecosystem" takes the Shenzhen Emergency Center 120 Dispatch and Command System as the core line of emergency response. Relying on the digital dispatch center, it realizes the Shenzhen 120 Emergency Dispatch Command Platform, the AED network platform in public places, and the real-time transportation capacity of new employment groups in seconds, and promotes the nearby social forces around cardiac arrest patients to join the emergency treatment link as soon as possible.
The "Social First Aid Ecosystem" was iteratively upgraded from the "5-minute Social First Aid Circle", with the participation of multiple departments including the Cyberspace Affairs Office of the Shenzhen Municipal Party Committee, the Social Work Department of the Municipal Party Committee, the Municipal Health Commission, the Civil Affairs Bureau, and the Municipal Civilization Office. Internet companies actively fulfilled their social responsibilities and carried out collaborative cooperation.
It is reported that Shenzhen citizens can achieve one-click connection with six major Internet platforms by dialing the 120 emergency hotline. For the first time, Shenzhen's 1.7 million riders, couriers, online ride-hailing drivers, community real estate agents and other new employment groups have been included in the 120 pre-hospital emergency response link through a systematic mechanism, and can be linked with the professional emergency dispatch system in seconds.
When the 120 Command and Dispatch Center receives an alert about a critical patient such as cardiac arrest, the dispatcher can dispatch an ambulance and initiate a nearby AED delivery request based on the actual situation on site.
120 Through the "one-click call" Tencent Penguin Emergency Platform, the system can accurately dispatch tasks to first responders such as Meituan riders, Didi drivers, SF Express agents, UU errand riders, and Shell Community real estate agents based on personnel skills, distance, and platform categories.
New employment groups who receive tasks can complete the entire process of "receiving orders - picking up AEDs - transporting equipment - connecting on the way - handover and departure" through the Tencent Penguin Emergency Platform. You can access Penguin Emergency Video Call during the journey to communicate in real time with 120 dispatchers and people calling for help. In addition, ambulances rushing to the scene can also rely on the vehicle-mounted terminal to access the Tencent Penguin Emergency Mini Program video connection to understand the scene situation in advance.
It is reported that in the future, the "social first aid ecosystem" will realize multi-screen linkage between people calling for help, 120 dispatchers, medical staff on the way, and first aid volunteers, making the entire process of AED delivery and first responder arrival dispatchable, traceable, and closed-loop, promoting the realization of "rescue when calling for help."
