The Luodong Town Office in Yilan County implemented the "Sustainable Pedestrian Safety Improvement Plan" and spent 16.58 million yuan to improve roads. However, people found that the zebra crossings at Xingdong Road and other intersections were blocked by new guardrails. Pedestrians were forced to take detours to compete with cars for the right of way. They were criticized as illogical. The office explained that it was a problem with the construction sequence, and that the asphalt would be completely resurfaced and the movement lines adjusted within two weeks.

The "Gonggong Road Sidewalk and Arcade Leveling Project" is expected to be completed by the end of September. Guardrails are mainly installed at Xingdong, Tianjin, Changchun and Gonggong Road. Halfway through the construction, some people complained that they had to survive in the traffic jam and called it too dangerous. They said they wanted to get rid of the label of pedestrian hell, but due to insufficient supporting facilities during the construction period, the intersection first became a dangerous proving ground.

In the face of doubts from the outside world, nearby store owners responded frankly, admitting that in the past, vehicles often drove directly onto the sidewalk for convenience, seriously threatening the safety of pedestrians. The public office did add physical guardrails to protect passers-by to prevent car violations and chaos.

Huang Shiqing, director of the Public Works Section of Luodong Town Office, said that the engineering process must first install fences before the asphalt road can be re-paved. Therefore, the location of the sidewalk will be changed at this stage. The public can tell from the guide bricks next to it. In the future, the sidewalks and movement lines will be readjusted in front of the guide bricks.

Huang Shiqing emphasized that the asphalt road is expected to be re-paved within two weeks, and the sidewalks will also be in place by then. In response to the inconvenience and safety concerns caused by the construction transition period, the office has urgently placed a "Please Detour for Road Construction" signboard at the site to appeal to the public for their understanding.
