In response to the water needs of the Southern Science Park and local industries, the second phase of the Tainan City Yongkang Water Resources Recycling Center and Reclaimed Water Plant construction project started today (1st). After the completion of the project, the daily water supply will be increased from the current 15,500 tons to more than 20,000 tons. It can supply approximately 2/3 of the Baihe Reservoir in one year, which will more effectively relieve regional water supply pressure.
The total project cost of the second phase expansion project of Yongkang Reclaimed Water Plant is 508 million yuan. The main project core includes the addition of RO (reverse osmosis) units and MBR (membrane bioreactor) modules, and the establishment of new post-denitrification and phosphorus removal facilities in accordance with the stricter environmental assessment standards.

A fire broke out at the temporary storage site for recycled mattresses at Tianwaitian Landfill in Keelung City on September 30. It burned for nearly 20 hours. The thick smoke affected the health of nearby residents. DPP city councilor Zhang Zhihao pointed out in the policy inquiry that he had warned the Environmental Protection Bureau as early as May that there were safety concerns about the large accumulation of mattresses, but the Environmental Protection Bureau did not send a cell text message or notify the district director and residents to evacuate. Environmental Protection Bureau Director Ma Zhonghao responded that the outsourced manufacturer would be fined in accordance with the Air Pollution Law, with a maximum penalty of NT$5 million. He also emphasized that the manufacturer was indeed operating on the day of the fire, and the Environmental Protection Bureau will request damages from the manufacturer in accordance with the contract.

Starting from October 1st, the Heilongjiang and Ussuri rivers on the border between China and Russia will start a 20-day autumn fishing ban period, focusing on protecting the cross-border migration and reproduction of salmon. The two boundary rivers are closed to fishing for 55 days throughout the year, and will be implemented in two stages: winter season and autumn. On the same day, the Shuangyashan and Jiamusi Border Management Detachments of the Heilongjiang Entry-Exit Border Inspection Station organized police officers to go deep into the beaches and fishing spots along the river to publicize fishing ban policies and regulations, assist fishermen in bundling nets, dismantle boat machinery, and drag fishing boats ashore for centralized parking. As of 0:00 on the 1st, more than 700 fishing boats in the two jurisdictions had all evacuated from the operating waters, and the control requirements of "boats ashore, machines separated, and nets put into storage" were implemented. Wang Lishun, deputy leader of the Shuangyashan Border Management Detachment, said that these 20 days are a critical window period for salmon migration and spawning, and are also a key protection period for the boundary river waters. In the next step, the two teams will rely on the three-dimensional prevention and control system of "drone + patrol boat + video surveillance" to carry out 24-hour dynamic patrols on key river sections, strictly prevent all types of illegal fishing, and build a strong ecological security defense line along the border river.
