Hsinchu City Administration Satisfaction Survey: 20 policies exceeded 70%, and the satisfaction rate for elderly health insurance subsidies was nearly 90%

The Hsinchu City Government recently completed the latest administration satisfaction survey, and the overall administration satisfaction of the city government team reached 71.6%. The survey results show that covering social welfare, maternal and child care, educational campuses, fire safety, environmental sustainability, arts and youth development, a total of 20 policies exceeded 70%, and 10 of them exceeded 80%, showing that the city government's promotion of many livelihood policies has been recognized by citizens. Among them, the elderly health care premium subsidy reached 87.7%, the points for the Elderly Card and the Love Card were increased to 1,200 points for 87.6%, and the "pregnancy subsidy" and increased maternity allowance reached 87.2%, all close to 90%.

Mayor Gao Hongan said that the survey showed that 38.1% of the respondents believed that "traffic conditions" is a policy priority that the city government should develop, ranking first among all other policies; 78.9% were satisfied with the effectiveness of pedestrian safety improvement, and 65.6% were satisfied with the "Safe Road Leveling Plan". The city government has continued to promote the improvement of roads and pedestrian environment in recent years. In 2014, the number of pedestrian deaths in Hsinchu City dropped by 60% compared with the previous year. Traffic safety improvement ranked second in the country. Regarding the Hsinchu Municipal Baseball Stadium, which citizens are highly concerned about, the survey satisfaction rate was 54.2%. The city government stated that the improvement project has been completed recently and has entered the acceptance phase since August 20. The city government will continue to promote acceptance and subsequent opening operations, and adhere to the principle of "parallel responsibility and settlement". It has filed a criminal complaint and civil claims of more than 400 million yuan against the original defaulting contractor, and responded to the public's expectations with concrete improvement results.

The city government stated that this survey not only reflects citizens’ affirmation of satisfaction with 20 policies exceeding 70%, but also clearly shows that issues such as transportation, public works, and baseball stadiums still need to continue to be improved. The city government will use the poll results as an important reference for policy review and resource allocation, continue to implement policies that have been affirmed, and will not avoid or beautify matters of public concern. Through clear improvement schedules, open progress and continuous communication, the policies will be subject to public scrutiny.

The city government added that this administrative satisfaction survey was conducted through local telephone interviews from September 2 to 7, 2015, and a total of 1,078 valid samples were completed. The interview subjects were ordinary people registered in Hsinchu City and over the age of 20. The main list was drawn from Chunghwa Telecom's city directory. After the numbers were drawn, the last two digits were randomly dialed, and the survey was conducted using a stratified proportional random sampling method. At the 95% confidence level, the sampling error was plus or minus 2.98 percentage points.
