On September 10, the National Commendation Conference for Advanced Units and Individuals in Service Guarantee for Veterans was held in Beijing. The Ministry of Veterans Affairs, the Political Work Department of the Central Military Commission, and the National Double Support Office decided to award 299 units the title of "Advanced Units in Service Guarantee for Veterans" and 396 comrades the title of "Advanced Individuals in Service Guarantee for Veterans."
They come from different fields and positions, but they adhere to the original intention of "you protect the mountains and rivers, we protect you" and put their respect for retired soldiers into specific things.
Serve retired military personnel more accurately, conveniently and warmly
Sanlitun is a typical urban neighborhood in Beijing. When it comes to integrating services for retired military personnel into the overall management of the street, Sun Shuguang, secretary of the Sanlitun Street Working Committee, believes that the work for retired military personnel is not an isolated special task, but an important part of grassroots governance.
"Incorporating services for retired military personnel into the overall work of the street can better integrate party building, employment, civil affairs, community and other resources, making services more precise." Sun Shuguang said.
In recent years, Sun Shuguang has actively strived for special funds, built service station activity rooms and heart-to-heart talk rooms, established "one person, one class" for 115 preferential treatment recipients, set up a special window for employment recruitment of retired soldiers and a "support and send a ride" tracking service mechanism to promote more accurate, convenient and warm services for retired soldiers.
"What we hope to solve is not only 'whether there are jobs', but also 'whether we can stand firm and develop.'" Sun Shuguang said, "implement preferential treatment policies to people, relevant responsibilities to things, and feelings to details. Veterans can feel that these policies are truly warm."
The placement and employment of retired military personnel is a systematic project involving all aspects. The Eighth Secretariat of the General Office of the Yunnan Provincial People's Government has its own experience. For example, it coordinates and promotes Yunnan Province to be the first in the country to complete the resettlement task of retired military officers for many years in a row, launches financial products such as "Yunling Military Creation Loan", achieves more than 10,000 new jobs for retired military personnel every year, promotes the establishment of more than 7,000 legal consultation windows for retired military personnel, and provides institutional and coordination support for retired military service guarantees.
Yang Xuzhong, Director of the Eighth Division of the Secretariat, said: "We regard resettlement as a systematic project, strengthen policy connection, departmental coordination and work implementation, and truly combine resettlement positions, policy requirements and the actual needs of veterans."
"In fact, government departments are more about setting up, guiding and coordinating." Yang Xuzhong believes that enterprises, social organizations, universities, professional institutions, etc. should be allowed to show their strengths and further transform from "helping employment" to "promoting high-quality employment and supporting long-term development."
Help retired military personnel adapt to their jobs and develop stably
Awareness of responsibility, sense of discipline, execution ability, teamwork, etc. are the spiritual traits of retired military personnel. According to Zhang Chunming, chairman of Wujiang Saima Steel Frame Color Plate Manufacturing Co., Ltd. in Jiangsu Province, these qualities of retired soldiers are very important in the production and operation of enterprises.
Zhang Chunming regards retired soldiers as valuable human resources for enterprises, insists on combining industrial development, corporate responsibility and military support practice, and leads the enterprise to develop from a small processing enterprise to a national high-tech enterprise.
He believes that retired military personnel are an important part of corporate talent training. To absorb retired military personnel, companies must not only provide positions, but also train skills and provide development space, so that they can gradually grow from new employees to backbones.
"Retired soldiers need to obtain academic qualifications and skill upgrades, and they also need to transform their military experience into advantages for future development." When it comes to talent training for retired soldiers, Shi Jiahua, member of the Standing Committee of the Party Committee of Shanghai Normal University, director of the Organization Department, and dean of Shanghai Veterans College, believes that universities have talents, education, scientific research and other resources, and can play a unique role in career development, ability improvement, national defense education and other aspects.
Under Shi Jiahua's active promotion, Shanghai Veterans College has established a "soldier teacher" training system covering multiple academic levels, promoting the entire chain of enrollment, training, and employment. It has enrolled a total of 418 students and won 103 awards at all levels. "'Integration of military education' is to transform the military experience of retired soldiers into educational resources and social resources." Shi Jiahua said.
“Let retired soldiers ‘enter the classroom.’” Shi Jiahua said that the qualities and stories of retired soldiers themselves are very vivid national defense education resources. Their personal experience and responsibility can make national defense education more concrete and contagious.
From service object to "governance force"
In Guangdong, Wang Yinglai, president of the Guangzhou Red Cotton Veterans Voluntary Service Federation, turned caring for veterans into an action involving nearly 30,000 people.
The Kapok Veterans Volunteer Service Team was launched in 2020. So far, there are 2,594 teams with nearly 30,000 retired soldiers, volunteering for more than 57,000 games and 6.7 million people.
"'Once you join the army, you will be a soldier for life.' After taking off the military uniform, the military spirit is still there. The feelings of family and country and the spirit of dedication cultivated by retired soldiers in the army have long been integrated into the blood." Wang Yinglai said, "By building a standardized organizational system and a normalized service platform, voluntary services are normalized and concrete, and the expertise and abilities of retired soldiers have a stage to display."
Also based on the grassroots level, the Saihan Subdistrict Office of Jiuyuan District, Baotou City, Inner Mongolia Autonomous Region has explored a "three-integration" model to integrate armed services, retired military affairs, and emergency rescue services to promote retired military personnel to play a role in grassroots governance and emergency support.
Yang Zhijian, Secretary of the Party Working Committee of Saihan Street, believes that service guarantees for veterans are not simply “providing services”, but can also form positive interactions with grassroots governance, emergency management, national defense mobilization and other work, so that serving veterans and serving society can mutually promote each other.
"To transform veterans from service objects into 'governance forces,' the key is to give them channels and platforms to participate in social governance. Through volunteer services, emergency support, policy publicity, neighborhood assistance, etc., we enable veterans to truly put their expertise to use," Yang Zhijian said.
