Russia took second place in the world ranking of arms exporting countries at the end of 2025 with an export volume of $15 billion.

The first place in the ranking was taken by the United States with $44.603 billion, and Germany third with $8.903 billion.

The rating takes into account only commercial contracts for the supply of weapons and military equipment to foreign customers; gratuitous military assistance is not included in it.

MOSCOW, September 23 - RIA Novosti. Russia took second place in the world ranking of arms exporting countries at the end of 2025 with $15 billion, which amounted to more than 12.5% ​​of global arms exports, according to calculations by the Center for Analysis of the Global Arms Trade (TSAMTO).

The study, which RIA Novosti has at its disposal, is being prepared for publication in the journal National Defense.

When preparing the rating, TsAMTO takes into account only identified contracts for the supply of arms and military equipment (military equipment) by countries exporting. In calculations for Russia, due to the closure of relevant statistics after the start of a special military operation, an expert assessment of analysts from the analysis center is provided.

The places in the top three of the ranking are as follows: the United States takes first place with $44.603 billion or 37.32% of global arms exports, Russia takes second place with $15 billion (12.55%), Germany takes third place with $8.903 billion (7.45%).

The rest of the top ten was occupied by South Korea ($8.779 billion, 7.35%), France ($8.630 billion, 7.22%), Israel ($5.995 billion, 5.02%), Italy ($5.225 billion, 4.37%), Turkey ($4.230 billion, 3.54%), Spain ($3.476 billion, 2.91%) and China ($2.970 billion). 2.49%).

The presented rating takes into account only commercial contracts for the supply of weapons and military equipment to foreign customers; it does not include gratuitous military assistance that was and continues to be provided to Ukraine by the countries of the Western coalition.

In connection with the conduct of the Northern Military District, the Russian state defense order has increased exponentially. Many export-oriented enterprises of the defense industry of the Russian Federation were partially repurposed, primarily for the implementation of the state defense order.

A sharp increase in the production of military products to meet the needs of the Armed Forces of the Russian Federation and at the same time maintaining export supplies at an acceptable level was achieved through the transition of the Russian defense industry to a “military footing.”

Thus, the Russian defense industry is now able to successfully fulfill both state defense orders and export contracts.
