The 2026 Beijing Immediate Action Reform Forum will be held from October 12th to 13th

China News Service, Beijing, September 30 (Reporter Xu Jing) The 2026 Beijing Immediate Action Reform Forum, co-sponsored by the Chinese Academy of Social Sciences, China Central Radio and Television, and the Beijing Municipal Party Committee and Municipal Government, will be held at the National Convention Center from October 12 to 13. The annual theme of the forum is "Digital Intelligence Era and People's City" and will hold opening and closing ceremonies, main forum, and 6 parallel forums.

Shen Binhua, deputy secretary-general of the Beijing Municipal People's Government, Party Secretary and Director of the Beijing Municipal Affairs Services and Data Administration Bureau, introduced at the 2026 Beijing Immediate Action Reform Forum held on the 29th that since 2019, Beijing has used the 12345 citizen service hotline as the main channel to innovatively carry out party-building-led reform of immediate action, and established a public service mechanism that responds quickly to citizen demands, handles them efficiently, provides timely feedback, and proactively governs. Over the past seven years, a total of about 200 million complaints have been accepted, with a resolution rate and satisfaction rate of over 97%.

This forum aims to publicize and explain the value concept of handling complaints immediately, strengthen international exchanges and mutual learning in the field of urban governance, and enhance the modernization level of global urban governance. Focusing on the core value concept of "People's Cities Create a Beautiful World", the forum set the annual theme as "Digital Intelligence Era and People's Cities". The six parallel forums are "Elaborate and Exquisite: Precision Governance Paradigm and Sustainable Urban Development", "Moving Upward: The Evolution of Good Governance and the Upgrading of Urban Civilization", "Smart Sharing: Digital Intelligence Empowerment and the Modernization of Urban Governance", "Exchange and Integration: Collaborative Governance and Urban Openness and Inclusion", "People-oriented and Livelihood: People-oriented and Demand-Driven New Forms of Urban Governance" and "Shared Discussion and Shared Governance: Diversified Participation and Urban Governance Community".

The guests of this forum are larger in scale, higher in standard, and more international and professional. The forum has attracted great attention from all walks of life, and guests are enthusiastically participating. It is expected that more than 3,200 people will attend, including more than 240 international guests from more than 70 countries. Chinese and foreign guests will conduct in-depth practical dialogues and academic discussions around the theme of the forum to expand the breadth and depth of exchanges and mutual learning in urban governance.

The forum will release theoretical research results on immediate action reform, global and national urban hotline service and governance effectiveness evaluation reports, and typical cases of global urban governance, etc. Theoretical research results bring together major academic papers by well-known scholars at home and abroad, including 12 in Chinese and 9 in English; the global and national urban hotline service and governance effectiveness evaluation evaluates 20 international cities and 100 domestic cities; 21 domestic cases and 22 international cases will be released for global urban governance typical cases.

The forum will also innovatively organize urban salons to extend the communication space to the front lines of urban governance and bring the forum to the masses. Guests were invited to "walk into 12345" to experience the hotline's work process and mechanism on the spot; the documentary film "Your Voice 2" was created to interpret the concept of immediate handling of complaints and reveal the code of Beijing's urban governance with real stories.
