郑永年表示,当前全球人工智能发展高度集中、不充分、不均衡,并呈现平台化、虚拟化、自动化、智能化、金融化五大趋势。其风险可概括为三个“S”:safety(风险)、security(安全)和stupidity(愚昧)。“愚昧”这一维度直指AI可能使人依赖技术而丧失独立思考的深层危机。
郑永年强调,人工智能话语过度掌握在“资本+技术”手中并日益与政治融合,这是所有危险的根源。“技术决定社会能走多远,但社会的发展方向必须牢牢掌握在人类手中。”他呼吁,面对AI这一“利维坦”,人类必须建立有效的驾驭机制,确保技术服务于文明进步而非反之。
围绕“再定位、组织管理、生产变革、工具创新”四大议题,与会专家形成高度共识:AI不会取代智库,但善用AI的智库才有未来。
在智库定位上,华阳海洋研究中心理事长、中国南海研究院学术委员会主席吴士存指出,AI可高效完成资料梳理与初稿生成,但外交博弈层面的战略研判、风险权衡仍须依靠专家,应建立人机协同流程。全国政协文化文史和学习委员会副主任、澳门基金会行政委员会主席吴志良则提出,AI时代存在知识主权的结构性隐忧,建议依托澳门优势发起对标罗马俱乐部的“澳门俱乐部”,建设全球文明数据库以守护文明主体性。

在组织与人才管理方面,中国社会科学院美国研究所研究员倪峰认为,AI正拓展人类智力能力,可能重塑劳动方式、教育体系乃至社会组织底层架构。新华社研究院副院长刘华指出,田野调查、人际网络、政策判断及原创战略构想仍是不可替代的核心价值,应探索“AI+核心专家”模式。
在知识生产环节,南京大学中国智库研究与评价中心主任李刚表示,AI对智库的影响正从单点提效转向研究流程与组织能力重构。中共深圳市委党校学刊部主任熊哲文提出,应坚持“人主智辅”,确保价值判断由人掌握、研究过程可溯可核。
在工具创新议题上,中国外文局副总编、当代中国与世界研究院院长李雅芳认为,AI正从单一工具走向“数字同事”,智库核心竞争力应从信息处理转向问题定义和价值判断。中国人民大学国家治理大数据和人工智能创新平台执行主任陈跃国介绍了“人大问策”平台,强调专家与智能体协同及全过程可信治理。
前海国际事务研究院副院长袁冉东在闭幕总结中表示,AI正在重塑智库的研究方式和组织形态,未来智库应更加重视问题意识和思想创新,推动AI与专业训练、组织制度、学术规范和公共责任更好结合。
