From January 1, 2027, the period for replacing failed electricity meters in Russia will be reduced from six to three months.

The replacement of electricity meters should be carried out by a guaranteeing electricity supplier in apartment buildings or a network organization in the private sector, while citizens do not need to buy the device and pay for the work of installing it.

If the energy company violated the established deadline for replacing the meter and did not eliminate the violation after the consumer’s request, then a reduction factor may be applied to the cost of electricity supply.

MOSCOW, September 11 - RIA Novosti. The period for replacing failed electricity meters in Russia from January 1, 2027 will be reduced from six to three months, Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Public Utilities, told RIA Novosti.

“Starting from 2027, the deadline for replacing electric meters will be reduced in cases where the device is missing, lost, broken down, or its service life has expired. If today up to six months can be allotted for installing or replacing a meter in such situations, then for cases that arose after January 1, 2027, this period will be no more than three months,” Yakubovsky said.

According to him, the issue of replacing the electric meter should not be dealt with by homeowners, but by a guaranteeing electricity supplier in apartment buildings or a network organization in the private sector. The deputy also recalled that in case of mandatory replacement, the citizen does not need to buy the device separately and pay for the work on its installation.

“The changes are aimed primarily at ensuring that people do not remain for a long time without a working meter and get a new meter faster. Moreover, if the device fails, it is better to immediately officially inform the energy company about it, including through your personal account, so that the date of the application is recorded and the established period begins to count,” he noted.

The parliamentarian added that if the energy company violated the established deadline and did not eliminate the violation after the consumer’s request, then, if the prescribed procedure is followed, a reduction factor may be applied to the cost of electricity supply.
