桃園中壢區「高鐵特定區停三、停四立體多目標停車場」日前舉辦開工典禮。桃園市長張善政表示,本案採促進民間參與公共建設(BOT)模式推動,由市府提供公有土地及相關投資條件,引進民間資金、專業技術與開發量能,是公私協力活化土地資源的重要案例,預計於2030年完工。
兩處基地位於青埔核心區域,鄰近高鐵桃園站,未來完工後將結合停車、商業、旅宿及辦公等多元機能,進一步完善青埔生活與商務服務,帶動區域發展。
張善政指出,本案從規劃到正式開工,歷經約4年的協調與整合,得來不易。為兼顧都市景觀與土地使用效益,開發團隊規劃將停車空間集中設於地下,兩處基地合計可提供1,084席汽車停車位及514席機車停車位,工程規模與施工難度均相當高。

桃大建設董事長劉沁垣表示,未來完工後,將導入旅館、餐飲、商業及辦公等多元服務,除增加高鐵桃園站週邊停車供給,也可望帶動周邊商業發展及創造就業機會。
交通局表示,市府持續運用促進民間參與公共建設、設定地上權等多元方式,引進民間資金與專業開發量能,提升公有土地使用效益,將原有平面停車場轉型為「地下停車、地上多元使用」的複合式立體開發,兩處基地總樓地板面積約10萬1,014平方公尺,除增加停車供給,也將導入商業及相關服務機能,提升土地整體利用效益。
同時,停三基地也規劃導入旅館及餐飲服務,以補充高鐵特定區觀光與商務住宿需求;停四基地則規劃商辦及金融設施,強化區域產業與商務服務機能。兩案合計規劃1,084席汽車停車位及514席機車停車位,並導入智慧停車管理系統;此外,汽車充電車位比例規劃達5%,高於現行法規所要求的2%,兼顧停車需求、智慧管理與低碳運輸發展。
桃園高鐵站周邊重大建設多,屬青埔特區的核心商業區,未來預計還有國泰站前廣場,將規劃商辦及飯店,不少建案步行就可達高鐵站,方便南來北返通勤,目前區內每坪成交均價約每坪55.6萬,新案價格多開到每坪60萬以上,目前區內指標案有昭陽建設推出的「昭陽.青埔」,訴求與建築師李天鐸聯手合作,規劃19~36坪,每坪價格在65萬,之後預計還有「翔陽和韻」將規劃22層地標建築與透天,坪數約28~82坪,眼下接待中心近完工。合康建設新案「合康青昇段案」預計也是Q4會登場,基地逾千坪,處商業區角地。
