Song Shuxin, spokesperson and deputy director of the National Fire Rescue Bureau, said at the meeting that by 2030, a fire rescue force system with Chinese characteristics will be basically completed.
Song Shuxin introduced that the "15th Five-Year Plan" period is a critical period for fire rescue work to consolidate the foundation, improve mechanisms, improve quality, and develop in an all-round way. Song Shuxin said that the main goal of the fire protection plan during the "15th Five-Year Plan" period is that by 2030, the fire rescue force system of a major country with Chinese characteristics will be basically established, and the actual combat capability of comprehensive rescue of all disasters will be greatly improved; the overall level of social fire prevention and control will be significantly improved, the grassroots foundation will be comprehensively consolidated, the number of fire deaths will be significantly reduced, and major fire accidents will be comprehensively contained.
Song Shuxin said that around the above goals, the National Fire and Rescue Bureau will focus on the following five aspects.
First, we must speed up the transformation of the fire safety management model to preventive measures. Accelerate the formulation and revision of fire protection laws and regulations, and build a fire safety responsibility system with clearer rights and responsibilities; we must implement the State Council's "Opinions on Strengthening Grassroots Firefighting Work" and comprehensively improve and improve the new fire safety governance mechanism that integrates firefighting and firefighting at the grassroots level; we must innovate the all-area fire safety supervision model, fully implement joint fire prevention and control services, and build a more accurate and efficient firefighting supervision and law enforcement system; we must greatly improve the quality and effectiveness of the investigation of fire risk hazards, vigorously strengthen governance according to law, especially full-chain governance and source governance, and truly solve problems before they cause disasters.
The second is to improve the capability of comprehensive emergency rescue for all types of disasters. Focus on improving the "four capabilities" of urban and rural fire-fighting and rescue, forest and grassland fire-fighting, special disaster rescue and aviation rescue. Optimize the layout of urban and rural firefighting forces, weave a dense network of urban and rural firefighting rescue forces, build and strengthen professional rescue teams such as land search and rescue, water rescue, aviation rescue, and ambulance and medical services in hierarchical categories, promote the practical application of domestically produced large fire-fighting aircraft, large helicopters, and large drones, sharpen the courage of firefighting rescue teams, and improve their ability to win.
The third is to strengthen the comprehensive firefighting and rescue support system. Promote the R&D and iterative upgrade of fire-fighting and rescue equipment for extreme scenarios such as high altitudes and cold plateaus, deep water and dense forests, long tunnels, high-rise underground, poisonous corrosion, explosion radiation, etc., build a diverse, complementary, professional and efficient combat support system, build a national-level comprehensive reserve base for fire rescue equipment and materials, build an air, space, ground and water-integrated fire rescue emergency communication network with "full coverage, resilience and damage resistance", and greatly improve the fire rescue communication support capabilities in extreme scenarios.
Fourth, we must lay a solid foundation for fire safety through joint construction and joint governance. Adhere to collaborative governance and group prevention and group governance, vigorously develop volunteer forces, strengthen the team of registered fire engineers and fire protection facility operators, standardize the professional order of fire protection technical service agencies, and severely crack down on untrustworthy and illegal behaviors such as issuing false and inaccurate reports. Strengthen the construction of public firefighting facilities, improve the quality of the "five advancements" of firefighting publicity, vigorously prosper firefighting culture, and enhance foreign firefighting exchanges and cooperation.
