Tianjin releases the “15th Five-Year Plan” for emergency management: comprehensively improving urban resilience by 2030

China News Service, Tianjin, September 25 (Xue Chunyue Jiang Ying) The Tianjin Municipal Government Information Office held a press conference on the 24th to introduce the "Tianjin Emergency Management "15th Five-Year Plan" (hereinafter referred to as the "Plan"). Zhang Junwu, director of the Tianjin Emergency Management Bureau, said at the meeting that the plan clearly outlines 20 key tasks in six aspects: legal foundation, safety management, disaster prevention, emergency rescue, element support, and joint construction and joint governance. By 2030, a centralized, unified, authoritative and efficient emergency management system will be established, and the city's intrinsic safety and resilience will be comprehensively improved.

Zhang Junwu introduced that during the "14th Five-Year Plan" period, no major accidents occurred in Tianjin, the number of production safety accidents dropped by 5.4%, and the number of deaths dropped by 10.1%. The plan sets 9 quantitative indicators around the three major sectors of production safety, disaster prevention and capacity building, including a 10% reduction in the death rate from production safety accidents per 100 million yuan of GDP compared with the end of the 14th Five-Year Plan, and the proportion of comprehensive emergency shelters that can meet the total number of people required to take refuge is no less than 65%.

Tianjin has deployed six major traction and landmark supporting projects. In terms of smart emergency response, Tianjin will build an AI service platform, build an emergency intelligent body group based on the "Jiu'an" large model, and promote the deployment and application of emergency drone nests and grassroots emergency all-in-one machines.

In terms of material support, Tianjin will add a municipal disaster relief material reserve sub-center in Ninghe District to create a new layout of "one main and six auxiliary" reserves of municipal disaster relief materials. In order to improve grassroots emergency response capabilities, Tianjin plans to build 4 long-term and 20 short-term emergency shelters to strengthen emergency command and communication support in the "three cuts" extreme scenario.

In addition, Tianjin will continue to promote the construction of southern and northern regional emergency rescue centers and optimize the layout and functional configuration of emergency headquarters at the municipal, district, and township (street) levels. Establish and improve the safety management system for hazardous chemicals, and build a full-chain risk perception and intelligent management and control platform in the industry and trade field. Promote nationwide emergency safety experience activities in depth, and coordinate and promote the improvement of the quality of emergency safety venues and the efficiency improvement of practical training bases.

Zhang Junwu said that Tianjin will focus on task decomposition, project implementation, supervision and evaluation, and use practical results to turn the planning vision into actual development and provide more solid and reliable security guarantees.
