Jiangsu has introduced the country’s first provincial youth community policy with 21 measures to support young people’s settlement and entrepreneurship

China News Service, Nanjing, October 10 (Reporter Xu Shanshan) On the 10th, the Jiangsu Provincial Government held a press conference to interpret the recently issued "Several Measures to Support Youth Community Construction" (referred to as "Several Measures"). This is the country's first provincial-level youth community policy document with a total of 21 measures to provide policy support for high-quality promotion of youth community construction.

In terms of promoting the construction of youth communities by classification, Jiangsu focuses on building youth communities in OPC communities, university research institutes and surrounding areas, urban core areas, industrial parks, etc. based on the spatial distribution characteristics of youth and urban development strategies.

In terms of precise allocation of factors, Jiangsu has included youth community renewal projects within the scope of provincial “urban new loans” fiscal interest discount support; using existing real estate and land resources to develop youth community renewal projects, a five-year transition period policy that does not change the land use subject and planning conditions can be applied.

In terms of supporting youth innovation and entrepreneurship, "Several Measures" builds a full-cycle service system for youth innovation and entrepreneurship, and supports the issuance of word vouchers, corpus vouchers, model vouchers, electronic vocational training vouchers, etc., and innovative computing power loans and other products in regions with conditions. In terms of young talent identification, Jiangsu has established talent identification standards based on works, traffic, market data, etc. for new industries such as cultural creativity, generative artificial intelligence audio-visual, and digital content creation. It encourages localities to include young community managers and young people in new industries into the scope of talent identification, reflecting the orientation of "not just academic qualifications, not just qualifications."

In terms of public services, Jiangsu will rely on the "Su Service Office" mobile terminal to open a youth-specific channel to create a one-stop youth service entrance; promote youth night schools, Su Qing Shops, Tuan Tuan marriage assistance and other Hui Qing services into youth communities. In 2026, a total of 383 youth night schools will be opened in Jiangsu, with more than 400,000 people ordering online and taking classes offline. "Working during the day and studying skills at night" is becoming a new trend in the life of Jiangsu youth.
