林月琴也指出,自己投入社工工作30年,深知社工等支撐社會運作的工作,面臨輪班、情緒勞動與職業安全風險,更需要透過工會發聲,因此政府應支持工會建立專職人力,並在政策規劃過程中重視第一線工作經驗,比照專家學者邀請工會代表參與。
台灣少年權益與福利促進聯盟張祐嘉秘書長表示,青年勞工面對的問題,不只是能不能找到工作,也包括能否獲得合理收入、發展機會,以及參與改善工作條件的管道。尤其未滿18歲的青少年勞工,工作經驗、權益資訊與議價能力相對有限,更需要取得組織支持。
台灣勞動與社會政策研究協會執行長張烽益表示,台灣受僱者的工會組織率長期低於10%,不僅低於日、韓、美國,更遠低於歐洲各國。若要讓更多青年勞工透過工會改善勞動條件,現行「單一工會」與「30人門檻」的工會制度,有必要朝「多元工會」及「50%得票率」的經濟協商型工會體制改革。
張烽益主張,可由勞工行政機關進入企業辦理無記名投票,由取得過半數選票的工會成為具有協商代表性的工會,並由企業內勞工加入該工會,降低勞工加入工會的障礙,進一步提升工會組織率與集體協商能力,讓經濟成果能有更公平的分配。
台灣勞工陣線秘書長楊書瑋指出,台美雙方今年已簽署「台美對等貿易協定」(ART),其中已明確納入勞動權益保障,台灣必須在協定生效後五年內,針對勞工結社自由相關法規進行調整。包括降低中小企業勞工籌組企業工會的門檻、降低全國性聯合工會組織門檻限制、建立工會選擇或解散的適當機制,以及保障勞工爭議權之行使等。
