Ge Ju, deputy director of the Development Planning Department of the National Energy Administration, said at the meeting that during the "15th Five-Year Plan" period, driven by emerging industries such as computing power, my country's electricity demand will continue to grow rigidly, and the average annual increase is expected to reach about 600 billion kilowatt-hours, equivalent to the electricity consumption of three new Shanghai cities every year.
At the meeting, a reporter asked that the national electricity load hit a record high this summer. At the same time, the booming development of emerging industries such as the computing power industry has driven the rapid growth of electricity consumption. What considerations are there in coordinating the development of various power sources and enhancing the ability to ensure power supply during the "15th Five-Year Plan"? How to ensure power supply in extreme weather conditions such as high temperatures, severe cold, low wind and low light?
Ge Ju said that during this year's peak summer season, the national electricity load set new historical extreme values four times, with the maximum value increasing by 50 million kilowatts compared with last year. The electricity load of the power grid in six regions including North China, Northeast China, and East China hit new highs 23 times. my country's power system is operating smoothly, effectively ensuring the electricity demand for production and living in the whole society.
Ge Ju introduced that during the "15th Five-Year Plan" period, driven by emerging industries such as computing power, my country's electricity demand will continue to grow rigidly, and the average annual increase is expected to reach about 600 billion kilowatt-hours, equivalent to the electricity consumption of three new Shanghai cities every year. In order to ensure power supply, my country has established an early warning mechanism for power supply adequacy, proposing that the power supply adequacy should be greater than 1.1 in 2030, which means that at the peak of power load, there is still a 10% margin of supply capacity, ensuring that critical moments can "withstand the peak and cover the bottom." Specifically, we will make coordinated efforts from the source, grid, load and storage to strengthen the ability to ensure power supply.
On the power supply side, we will focus on ensuring the safety of traditional power sources, implement the transformation and upgrading of new generation coal power, and promote the transformation of coal power into supportive and regulated power. Arrange a batch of peak-shaving gas and power plants according to local conditions. Promote the construction of major hydropower and nuclear power projects in an orderly manner. On the other hand, we will focus on the safe and reliable substitution of new energy, continue to improve the accuracy of new energy power generation power prediction, layout and build a number of system-friendly new energy power stations, and focus on enhancing reliable peak power generation capacity. By 2030, during the periods when the pressure for power supply is greatest, such as the summer peak and the late winter peak, the proportion of power generation contributed by wind power and photovoltaic power to the system will reach more than 20%, an increase of about 10 percentage points.
On the power grid side, accelerate the construction of a new power grid with main distribution and micro-coordination, give full play to the advantages of my country's large power grids as a "national chess game", strengthen the construction of west-to-east power transmission capabilities, promote inter-provincial power complementary and mutual assistance capabilities to increase by 40 million kilowatts, create a strong and resilient power distribution system, enhance the power supply guarantee capability and comprehensive carrying capacity of the distribution network, and enhance the self-balancing and self-adjustment capabilities of smart microgrids.
On the user side, fully tap the power load regulation potential of electric vehicles, air conditioners, etc., comprehensively promote intelligent and orderly charging, expand the scope of large-scale application of vehicle-network interaction, promote the large-scale development of virtual power plants, promote the regulation capacity of virtual power plants to reach more than 50 million kilowatts in 2030, and allow users to participate more in power system regulation interactions.
On the energy storage side, we should better utilize the role of energy storage as a "power bank" and "regulator" for the power system, and rationally deploy and build a number of pumped storage power stations. The installed capacity will reach about 160 million kilowatts in 2030. Vigorously develop new energy storage and encourage the development of multiple technical routes. The installed capacity will reach 300 million kilowatts in 2030.
Ge Ju said that extreme weather has occurred frequently in recent years. In the face of the possible impact of super strong El Niño, we will strengthen the analysis and judgment of the power supply and demand situation, strengthen monitoring, early warning and emergency management and control, so as to effectively deal with various uncertainties with a safe and sufficient power supply system.
