The subsidy is divided into five levels, with the subsidy ratio ranging from 86% to 90%, and is handled in a special way.

If the discipline is reasonable or not punished according to law, there is no need to enter the school council meeting for investigation; if there are related cases that need to be investigated, the investigators will be based on the principles of those within the school. The relevant mechanism is expected to be reviewed in six months.

According to the main points, the subsidy project is clearly stipulated as follows: local governments provide legal consultation for full-time teachers, part-time teachers, substitute teachers and acting teachers in public and private schools below senior high school, suspected of involving incompetent investigation incidents. The basis for subsidy is that the methods for dismissal, non-renewal, suspension or dismissal of teachers in schools below senior secondary school shall be applicable or permitted, and an investigation team shall be formed in accordance with the regulations to conduct legal consultation from the time of investigation until the investigation team completes the investigation report; the legal consultation fee shall be 30,000 yuan per person for the same incident as a rule.
The key points also state that different subsidy rates will be given to local governments based on their level of financial resources. Those who belong to the first level, the maximum subsidy is 86%; those who belong to the second level, the maximum subsidy is 87%; those who belong to the third level, the maximum subsidy is 88%; those who belong to the fourth level, the maximum subsidy is 89%; those who belong to the fifth level, the maximum subsidy is 90%. Subsidy funds should be earmarked for specific purposes and must not be diverted to other purposes.
