China News Service, Beijing, September 13 (Reporter Chen Hang) The 26th meeting of the Standing Committee of the 16th Beijing Municipal People’s Congress recently passed the “Decision of the Standing Committee of the Beijing Municipal People’s Congress on Further Promoting Ethnic Unity and Progress” (hereinafter referred to as the “Decision”). The decision shall come into effect from the date of promulgation.
There are 11 articles in the decision, which mainly include five aspects, including overall work requirements, building a shared spiritual home, promoting exchanges, exchanges and integration, promoting common prosperity and development, guarantee and supervision, etc., aiming to thoroughly implement the "Law of the People's Republic of China on the Promotion of Ethnic Unity and Progress", based on the strategic positioning of the capital city and the characteristics of ethnic work in Beijing's mega-city, and coordinate and promote the high-quality development of Beijing's ethnic unity and progress with the best standards.
It was decided to clarify the main measures to build a shared spiritual home. Beijing will make full use of its rich historical and cultural resources to establish and highlight Chinese cultural symbols and the image of the Chinese nation that are shared by all ethnic groups. Incorporate education on the awareness of the Chinese nation community into the national education, cadre education, and social education systems, and support universities, scientific research institutions, social organizations and other units to strengthen theoretical research on the Chinese nation community.
It was decided to base on the characteristics of Beijing's megacity, clarify the social conditions and requirements for promoting exchanges, exchanges and integration of various ethnic groups, and improve urban ethnic work policies and measures. According to the decision, Beijing will implement an inter-embedded development plan for all ethnic groups, organize and guide people of all ethnic groups to participate in community construction, community governance, and community activities, support relevant units and organizations in providing social services, and promote the harmonious integration of people of all ethnic groups. Implement youth exchange plans of all ethnic groups and carry out cross-regional social practice, study tours, visits and other exchange activities for youth. Implement tourism plans to promote exchanges and integration among various ethnic groups, and develop high-quality, customized travel routes and cultural and creative products that are conducive to promoting Chinese culture.
It was decided to clarify the regional integrated development mechanism and assistance and coordination mechanism, strengthen regional coordination of ethnic work in the Beijing-Tianjin-Hebei region, and improve assistance mechanisms such as counterpart assistance and east-west collaboration. The decision proposes to strengthen regional coordination in ethnic work in the Beijing-Tianjin-Hebei region and conduct in-depth exchanges and cooperation in building a shared spiritual home for the Chinese nation, promoting exchanges and integration among people of all ethnic groups, promoting common prosperity and development, and managing ethnic affairs in accordance with the law.
It was decided to clearly adopt various forms to carry out extensive propaganda on the awareness of building a strong community of the Chinese nation. Support the use of modern technological means such as the Internet, big data, and artificial intelligence to carry out communication activities, encourage and guide providers of network products and services to produce and disseminate works and information that reflect the great unity of the Chinese nation, and create a harmonious network environment that is conducive to forging a strong sense of the Chinese nation's community. During the National Unity and Progress Publicity Week in September every year, publicity and education activities for building a strong sense of the Chinese nation’s community are concentrated.
The decision states that in carrying out international exchanges, Beijing will promote the building of international communication capabilities, carry out cultural exchanges with foreign countries, explain the history of the Chinese nation and the theory of the Chinese national community, and publicize the practice and achievements of the construction of the Chinese national community.
