中新网成都9月11日电 (祝欢)11日,《成都市词元券实施方案(试行)(征求意见稿)》(以下简称:征求意见稿)公开征求意见。该方案拟利用市级财政资金,支持市场主体使用词元开展大模型调用、智能体开发、多模态推理、模型微调等。单个主体年度累计可获词元券最高不超过200万元,全市每年发放总额不超过1亿元。
据介绍,词元是经国家数据局、全国科学技术名词审定委员会统一规范定名的专业术语,指大模型处理文本、代码、图像等多模态信息的最小可计算单元,是智能时代核心价值锚点与大模型服务统一结算计量单位。
根据征求意见稿,词元券支持对象为合法注册、依法经营,并使用词元的企事业单位、OPC(一人公司)、OPC社区运营主体、高校、科研机构等主体,近三年信用状况良好、无重大安全事故者均可申领。
单个主体词元券支持额度不超过实际购买金额30%(小微企业不超过50%)、最高200万元。具体券额结合当年预算规模、申领情况及业务真实性评审核验结果确定。使用范围覆盖科学研究、技术研发、内容创作、产业创新、智能化改造、智能体开发应用、模型微调和训练服务等人工智能创新应用全链条。
成都词元券拟采用“免申即享、即领即享”两种模式。申请主体既可以选择A类机构,以免申即享的形式,根据词元服务消费金额,获取额外词元消费权益,也可选择B类机构,以即领即享的形式,抵扣词元服务支出,充分适配不同能级、不同类别企业资金周转、扩大词元应用等差异化需求。
成都是全国率先推出算力券政策的城市。此次拟推出的词元券将与算力券错位互补、协同发力:算力券侧重保障 GPU、智算等底层算力资源供给,降低算力租赁成本;词元券聚焦大模型推理调用、智能体开发等应用环节。市场主体可结合项目所处发展阶段按需叠加使用两项政策,从底层算力供给到模型业务应用形成完整支持链条。
后续,成都市还将继续研究推出“词元券+词元贷”“算力券+算力贷”组合服务,实现“政策工具+金融工具”双向赋能,为轻资产人工智能创新主体拓宽融资渠道。
同时,按照对标国家“人工智能+”行动、工信部人工智能应用服务商培育专项行动的要求,成都拟设置A类、B类两类词元券服务机构,构建“头部引领+词元超市”的服务商梯队。
一系列政策的精准支持下,成都人工智能产业迎来快速发展。2025年,成都全市人工智能核心产业规模突破1500亿元。2026年上半年,成都全市人工智能核心产业规模1041.4亿元、同比增长38.3%,集聚人工智能相关企业1200余家,跻身全国人工智能第一梯队“引领型城市”。
