Strengthening citizen-sovereign public services... Discussion of public-private partnership integrated care model

(Jeonnam Gwangju = Yonhap News) Reporter Hyeong Min-woo = Jeonnam Gwangju Unified Special City is coordinating similar and overlapping functions and roles of public institutions and promoting integration between institutions.

Jeonnam Gwangju Metropolitan City held the 2nd meeting of heads of public institutions at Muan Government Complex on the 23rd and discussed the progress of integration of public institutions and plans to establish a citizen-sovereign public service provision system.

Currently, there are 12 organizations that have confirmed the integration method, including Gwangju Urban Development Corporation and Jeonnam Development Corporation.

Agencies subject to integration plan to prepare ordinances containing the integration plan and submit them to the city council in October.

Once the ordinance is approved, the launch of the integrated organization will be promoted in January 2027 through follow-up procedures such as preparation of articles of incorporation, various regulations, and composition of executives.

At this meeting, plans were intensively discussed to improve the efficiency of public services by coordinating similar and overlapping functions of public institutions and to link the expertise and functions of each institution with a focus on residents.

Plans for promoting citizen-sovereign projects, where citizens are not merely beneficiaries of public services but participate in the planning and implementation of policies and projects, were also discussed.

In the subsequent discussion, the Jeonnam Social Service Center introduced the citizen-sovereign basic care model 'Sandeulbom Project', which is being promoted for Gokseong residents, as an example.

This project is a complex social service model in which residents, villages, and public institutions form relationships and expand care.

Through 'Public Masil', which checks the well-being of residents and connects them to necessary public services, we are building a local care network by supporting purchasing agencies, cleaning and quarantine, small-scale house repairs, and leisure programs.

Meeting attendees also discussed ways to develop the 'Nambit Basic Care Model', an integrated care model for the Unified Special City, based on the operating principles of the Sandeulbom Project.

Jeonnam Gwangju Mayor Min Hyeong-bae said, “We need to redefine the functions and roles of public institutions from the perspective of the integrated special city as a whole,” and added, “We must create a field-centered system in which public institutions communicate and support when residents suggest necessary services in the field.”
