Regarding the suspension of construction of the North Port Intermodal Transfer Center, People Power Party lawmaker Kwak Gyu-taek proposes a bill to amend the Building Act.

(Busan = Yonhap News) Reporter Min Young-gyu = Regarding the fact that the construction of the Busan North Port Complex Transfer Center was halted due to the fact that it was belatedly confirmed that the construction was carried out differently from the deliberation of the Busan City Building Committee, People Power Party lawmaker Kwak Gyu-taek (Busan Seo-gu and Dong-gu) decided to push for a law amendment to prevent similar incidents from recurring.

Representative Kwak announced on the 17th that he proposed an amendment to the Building Act that would require the permit holder, not the building owner, to designate a construction supervisor from among those who did not participate in the design of the building for officetels with 30 or more rooms intended for sale.

The current building law requires the construction supervisor to check whether the contractor is constructing according to the design book, and to request correction, re-construction, or suspension of construction if the construction is different from the design book.

However, the North Port Transfer Center, where large-scale officetels will be built, was suspended by the administrative agency only after construction that was different from what was permitted had progressed to the foundation and frame stages.

For this reason, it was pointed out that the structure in which the supervisor, who is selected and paid by the building owner, monitors design changes and the construction process, needs to be improved.

The amendment to the Building Act proposed by Rep. Kwak stipulates that for officetels with more than 30 rooms, like buildings used as housing such as apartments, townhouses, and multi-family houses, the permitting authority, rather than the building owner, must in principle designate a construction supervisor from among those who did not participate in the design of the building.

Rep. Kwak said, “If construction, like the North Port Transfer Center, has progressed to the foundation and framework stage in accordance with the approved design documents, we need to thoroughly check whether the supervision system has been operating properly and in a timely manner,” and added, “There is also a need to improve the structure in which a supervisor selected by the owner must monitor the owner’s design changes and construction process.”
