The defendant surnamed Chen took drugs and rode a motorcycle on the road on September 8 this year. He was seized by the police and tested positive for drugs through a quick drug screen. Since the defendant had three previous drunk driving convictions, he did not learn the lessons of previous criminal penalties. 4 He was suspected of driving under the influence of drugs and was a public danger.
