During the "14th Five-Year Plan" period, Liangshan Prefecture's GDP has reached 200 billion yuan, reaching 260.5 billion yuan in 2025, with an average annual growth rate of 6.4%; local general public budget revenue will reach 23.2 billion yuan in 2025, with an average annual growth rate of 7.7%, ranking fourth in the province in total.
Zhang Wenwang said that during the "15th Five-Year Plan" period, Liangshan Prefecture will focus on building "five major 100-billion-level industrial clusters" in clean energy, strategic resources, aerospace, specialty agriculture, and cultural tourism consumption, and promote the deep integration of technological innovation and industrial innovation.
In terms of industry, Liangshan Prefecture strives to achieve an average annual growth rate of more than 10% in industrial added value during the "15th Five-Year Plan" period, with an additional output value of more than 100 billion yuan in five years. The output value of the strategic resources and clean energy industries exceeded 128 billion yuan and 100 billion yuan respectively, the output value of the aerospace industry exceeded 40 billion yuan, and the output value of the biomedicine and green hydrogen industries both exceeded 10 billion yuan.
In terms of infrastructure, Liangshan Prefecture will promote the "six network integration" around water networks, new power grids, computing power networks, new generation communication networks, urban underground pipe networks, and logistics networks. At present, 407 "six network" projects with a total investment of 364.3 billion yuan have been initially planned and reserved.
In terms of energy, during the "14th Five-Year Plan" period, Liangshan Prefecture's clean energy completion and commissioning scale, total annual power generation, and power channel transmission capacity reached 55.22 million kilowatts, 278.4 billion kilowatts, and 49 million kilowatts respectively, ranking first in the province in these three indicators. During the "15th Five-Year Plan" period, we will strive to add more than 2.4 million kilowatts of hydropower installed capacity, more than 18 million kilowatts of new wind and solar installed capacity, and the total installed capacity of clean energy in the state to exceed 75 million kilowatts, and accelerate the construction of the "two special, four direct and fifteen-year-old" power transmission channels.
In terms of cultural tourism, Liangshan Prefecture will promote the in-depth integrated development of culture and tourism, continue to polish the characteristic cultural tourism brand of "Yihai Alliance Colorful Daliang Mountain", create five high-quality tourism routes, and focus on the development of seven major cultural tourism industries, including cultural studies, health and wellness vacations, rural leisure, ecological tourism, ethnic customs, aerospace, film and television performing arts events.
In terms of transportation, Liangshan Prefecture has invested more than 200 billion yuan in comprehensive transportation construction in the past five years, and the comprehensive three-dimensional transportation network has exceeded 30,000 kilometers. During the "15th Five-Year Plan" period, we will promote the "line-to-network" highways, advance the preliminary work of the Yixi-Pan high-speed railway and the Zhao-Pan railway, accelerate the construction of dam-crossing transfer facilities in the lower reaches of the Jinsha River, and further enhance the level of comprehensive transportation networks.
In terms of agriculture and rural areas, Zhang Wenwang introduced that Liangshan Prefecture will further implement the strategy of strengthening the prefecture through agriculture, build and renovate 700,000 acres of high-standard farmland, strive to achieve a total output value of agriculture, forestry, animal husbandry and fishery in the prefecture to exceed 100 billion yuan by the end of the "15th Five-Year Plan", and promote more than 70% of the administrative villages to become livable, industrial and beautiful villages.
