海南省将以主宾省身份亮相第四届链博会，聚焦自贸港开放机遇

6月22日至26日，第四届中国国际供应链促进博览会(以下简称“链博会”)将在北京举行。

Hainan Province will debut as the guest of honor at the 4th China International Supply Chain Expo (hereinafter referred to as the "Chain Expo") from June 22 to 26 in Beijing. This marks Hainan's first appearance as the guest of honor, centering on the theme "Linking the Free Trade Port, Sharing New Opportunities." Through a series of diverse activities including thematic exhibitions, investment promotion, business negotiations, and enterprise participation, Hainan will comprehensively showcase its policy advantages, industrial vitality, and open opportunities as a free trade port, extending a sincere invitation to global investors.

Hot Land on the Chain: Creating and Sharing Island Open Opportunities

Since its inception in 2023, the Chain Expo has consistently served as a "weather vane" for global supply chain cooperation. For Hainan, the transition from "participant" to "guest of honor" reflects the firm steps Hainan has taken towards continuous opening up.

"The Chain Expo, as the world's first national-level exhibition themed around supply chain cooperation, plays a crucial role in promoting the stability and smooth flow of global industrial and supply chains. Hainan Province is honored to be the guest of honor this year, and the Hainan Provincial Party Committee and Provincial Government attach great importance to this. On one hand, we are organizing enterprises to participate in the exhibition and attend meetings, and carrying out multiple exchange and matchmaking activities. On the other hand, we are taking this opportunity to hold an investment promotion conference for the Hainan Free Trade Port in Beijing," said Wang Yuyuan, Vice Chairman of the Hainan Provincial Council for the Promotion of International Trade.

Since Hainan achieved full island customs closure at the end of last year, the "heat" of the Hainan Free Trade Port has soared – trade facilitation, investment facilitation, cross-border capital flow facilitation, personnel entry and exit facilitation, transportation convenience, coupled with orderly data flow, these six major freedoms and conveniences have built a "new highland" for China's opening up to the outside world.

However, how to efficiently invest and start businesses in Hainan? And how to accurately grasp these policy advantages and global opportunities? These practical questions reflect that some investors still have a degree of "unfamiliarity" with this "familiar" fertile land. In response, this year's Hainan Guest of Honor activities will focus on three directions. First, meticulous creation of the thematic exhibition area. The Hainan Guest of Honor pavilion at the 4th Chain Expo will focus on three major sections: "Entering Hainan," "Doing Business in Hainan," and "Investing in Hainan," systematically interpreting Hainan's "45432" development framework, selecting representative enterprises for Hainan Free Trade Port construction, and creating an immersive exhibition experience with integrated "sound, light, and electricity" technology to showcase the achievements of Hainan's modern industrial system construction and the policy system advantages after customs closure. On June 23, the Hainan Free Trade Port (Beijing) Investment Promotion Conference will be held, where Hainan provincial industry departments will give policy presentations and industry promotions, multiple cities and counties will conduct investment promotion, and Hainan provincial relevant institutions and key parks will arrange exchanges and matchmaking with participating enterprises. It is expected that 400 people will attend. At the same time, Hainan enterprises will participate in the exhibition by chain. Boao Lecheng International Medical Tourism Pilot Zone (hereinafter referred to as "Boao Lecheng"), Hainan Provincial State Farms Investment Holding Group Co., Ltd. (hereinafter referred to as "Hainan State Farms Holdings"), Hainan Free Trade Zone Dehang Group, and Guogangtong (Sanya) International Trade Co., Ltd. will set up special exhibition halls in the health and wellness chain, green agriculture chain, and supply chain services exhibition areas, respectively. Third, high-level matchmaking will be practical and efficient. The Hainan Provincial Council for the Promotion of International Trade will lead the organization of international high-end business meetings, exhibition tours, and other activities. Hainan provincial leaders will hold "one-on-one" negotiations with leaders of foreign guest provinces, overseas business communities, and representatives of Fortune Global 500 companies.

"From January to April this year, the number of medical tourism visitors to Boao Lecheng approached 500,000, a year-on-year increase of over 160%. Boao Lecheng has participated in the previous three Chain Expos and set up an independent booth since the last one. At this Chain Expo, we will strive to create a three-dimensional display platform integrating natural health product supply chains and comprehensive solutions," introduced Fu Zhu, Deputy Director of the Boao Lecheng Administration Bureau.

"With the continuous release of policy advantages of the Hainan Free Trade Port, the number of enterprises actively seeking cooperation has significantly increased recently, including many overseas enterprises, with a noticeable increase in the frequency of inspections and exchanges," said Han Jiuhai, General Manager of the Operations Management Department of Hainan State Farms Holdings. "Currently, 60% to 70% of Hainan State Farms Holdings' business is located overseas. What we care most about is how to leverage the Chain Expo platform to attract more enterprises to participate in the construction of the Free Trade Port and cooperate with the Group for mutual benefit and win-win results. This is essentially a 'two-way rush.'"

Looking back at previous sessions, Hainan Province's participation in the Chain Expo has yielded fruitful results and steady progress, achieving win-win outcomes on the characteristic chains of the Chain Expo platform. At the second Chain Expo, Hainan Province organized 5 institutions to participate, covering the health and wellness chain, green agriculture chain, and supply chain services. The Hainan Free Trade Port Industrial Chain (Beijing) Investment Promotion Conference was held, attracting over 170 guests from 10 countries. Signed projects covered seed industry, green agriculture, and other fields, and facilitated the establishment of the Asia-Pacific Regional Headquarters of Australian BJC Group in Hainan. At the third Chain Expo, Hainan enterprises focused on showcasing innovative achievements such as the "Lecheng Research and Application + Hainan Production" model. The localization case of "Cosela," the world's first full-spectrum bone marrow protection innovative drug, received widespread attention. Four special events attracted representatives from over 300 domestic and foreign enterprises, leading to "one-on-one" matchmaking and negotiation between more than 30 domestic and foreign enterprises and Yangpu Economic Development Zone, Boao Lecheng, Hainan State Farms Holdings, and Donghu High-Tech Hainan Bio-City. Over the two exhibitions, more than 580 professional buyers from Hainan were invited to participate in the Chain Expo, achieving deep integration with the global industrial chain.

Surging industrial vitality, strong development momentum. By 2025, Hainan's four leading industries – tourism, modern services, high-tech industries, and tropical characteristic efficient agriculture – will account for about 14 percentage points higher GDP share than in 2020. The annual output value of the southern seed industry will exceed 20 billion yuan. The first commercial aerospace launch site in China will be built and capable of routine dual-launch operations. The sales of offshore duty-free goods will account for over 8% of the global duty-free market. These dynamic data points paint a vivid picture of Hainan Free Trade Port's characteristic industries surging forward with great vitality.

Future on the Chain: Tapping Unlimited Business Opportunities on the Island

"Since the full island customs closure, our most direct feeling is the "heat" – investment enthusiasm has been rising, with investors, inspection groups, and tourists from all over the world flocking in," said Lu Ping, Chairman of Hainan Free Trade Zone Dehang Group Co., Ltd., in an interview with our newspaper. "The number of entities, including public institutions, various enterprises, and individual investors, proactively seeking discussions and matchmaking has been increasing. This fully demonstrates that everyone's attention to Hainan has significantly increased, and their intention to cooperate is stronger."

"The full island customs closure of the Hainan Free Trade Port means the need to introduce more international elements and broader global links. It is precisely by relying on high-level platforms and channels like the Chain Expo that our development pace can be greatly accelerated."

2026 is destined to be an extraordinary year in Hainan's development history. On January 18 this year, the full island customs closure of the Hainan Free Trade Port celebrated its "first month." "The overall operation of the full island customs closure is stable and orderly, with a good start. Goods flow freely, and people travel conveniently," commented Jiang Hong, Deputy Director of the Hainan Provincial Development and Reform Commission. Data shows that in the first month of customs closure, Haikou Customs supervised "zero-tariff" imported goods worth 750 million yuan in the "first line," and processed value-added duty-free goods sold to the mainland worth 85.867 million yuan in the "second line." Hainan added 5,132 newly registered foreign trade enterprises. The number of "zero-tariff" policy beneficiaries exceeded 10,000, with imported goods valued at 753 million yuan.

Entering 2026, "busy" has become the norm for the Hainan Free Trade Port. Port terminals operate day and night, industrial parks are bustling with people, and investment promotion negotiations are fully scheduled. From government service windows to enterprise offices, from research laboratories to project construction sites, the pace is one of seizing every moment. This is a vivid portrayal of the accelerated release of Free Trade Port dividends and the sharing of business opportunities as global opportunities pour in. This surging vitality from the Qiongzhou land will also be fully displayed on the stage of the 4th Chain Expo – presenting the open vitality, characteristic industrial advantages, and investment opportunities of the Hainan Free Trade Port in a panoramic view under the spotlight of global industrial and supply chain cooperation.
