According to the WeChat public account of the Ministry of Emergency Management, in order to do a good job in safety precautions during the Mid-Autumn Festival and National Day holidays, the Office of the State Council Security Committee, the National Disaster Prevention, Reduction and Relief Office, and the Ministry of Emergency Management have recently deployed working groups to be dispatched by different industries during the holidays. They adopted the "four non-two direct" approach to conduct unannounced inspections in key industries, key places, and key parts to promote the implementation of various safety responsibility measures. On September 26, Song Yuanming, deputy director of the Security Affairs Office of the State Council and deputy minister of the Department of Emergency Management, conducted a video inspection on the progress of unannounced inspections in five provinces (municipalities) including Beijing, Liaoning, Shandong, Sichuan, and Shaanxi, urging all localities to further strengthen safety precautions and make every effort to ensure safety and stability during the Mid-Autumn Festival and National Day holidays.
During the festival, relevant departments in various places combined the potential safety risks in the region, organized forces and experts to go to the front line, and conducted unannounced inspections in key industries such as transportation, firefighting, tourism, mining, hazardous chemicals, construction, fireworks, shipbuilding and ship repair, as well as large complexes, catering and accommodation, tourist attractions, cultural museums and entertainment, ancient buildings, ancient villages, etc., to eliminate various safety hazards in a timely manner and ensure the safety of people's lives and property. Beijing organized various districts and departments to carry out in-depth unannounced inspections, inspecting more than 4,070 companies in total, supervising and rectifying the discovered problems and hidden clues, and strengthening closed-loop management. Liaoning Province dispatched 5 undercover investigation teams led by provincial leaders and 27 undercover investigation teams led by members of the Security Committee to conduct unannounced inspections on the front lines and handle the discovered problems and hazards in accordance with laws and regulations. In accordance with the requirements of "full coverage of provincial inspections and city inspections, and full coverage of city inspections and counties", Shandong Province dispatched 16 unannounced inspection teams to go deep into various cities for unannounced inspections, and organized 16 prefectures and cities to conduct unannounced inspections in 136 counties and districts in the province to ensure full coverage of unannounced inspections. Sichuan Province adheres to hierarchical unannounced inspections and dispatched more than 4,960 unannounced inspection teams at the provincial, municipal and county levels to carry out unannounced inspections at more than 14,200 points, draw inferences from one instance and conduct closed-loop rectification of hidden problems and hazards discovered. Shaanxi Province has dispatched 5 provincial-level undercover investigation teams, 14 industry-level undercover investigation teams, and several municipal-level undercover investigation teams focusing on accident-prone industry sectors and unsafe regional links to carry out full-coverage undercover inspections. At the same time, the Ministry of Industry and Information Technology, the Ministry of Transport, the Ministry of Culture and Tourism, the Ministry of Emergency Management, the State-owned Assets Supervision and Administration Commission of the State Council, the State Sports General Administration, the National Railway Administration, the National Fire Rescue Bureau, and the National Mine Safety Supervision Bureau sent unannounced inspection teams to the front lines to conduct inspections.
