A former social worker in Bei City was implicated in embezzling more than 10 million yuan in property from 5 elderly people. The Social Affairs Bureau recorded two major demerits and handed him over for punishment.

Jiang Yijie, a former social worker at the Taipei City Social Affairs Bureau, was suspected of taking away the property of an elderly person who was declared a guardian and transferred it to the Taipei District Prosecutor's Office.

Jiang Yijie, a 38-year-old social worker from the Taipei City Social Affairs Bureau, is suspected of taking advantage of her position to embezzle more than 12 million yuan from five warded elders who are unable to manage their own property. The Department of Social Work of the Ministry of Health and Welfare stated that it has issued a document requesting Taipei City to initiate an administrative investigation. After confirming major violations, the social worker involved will be handed over for punishment, and the worst case scenario may be the revocation of the social worker license. The Department of Social Welfare mentioned that after the case is clarified, it will review whether there are any gaps in the implementation or regulations. The Social Affairs Bureau responded that for the behavior of the social worker surnamed Jiang, the most serious punishment would be two major demerits.

The Social Affairs Bureau said that it immediately clarified the information, collected evidence, and proactively reported the incident for investigation. It also mentioned that the case had seriously damaged the image of the city government and the Social Affairs Bureau, and at the same time, it had neglected duties and violated discipline. There were specific evidences, which were sufficient to confirm that it had reached the standard of major violations. Therefore, in accordance with Point 7 of the "Taipei City Government Social Affairs Bureau Contracted (Employed) Personnel Evaluation Operation Regulations" and Article 12 of the "Public Servants Performance Appraisal Act", the employee was retroactively penalized with two major demerits, the most serious one time.

The Social Work Bureau stated that in addition to submitting the case to the Performance Appraisal Committee for review and punishment in accordance with relevant regulations, the Social Work Bureau will also transfer punishment in accordance with Article 17-1 of the "Social Worker Law". In serious cases, the social worker certificate may be revoked. The Social Affairs Bureau will continue to cooperate with the judicial authorities in their investigations, hold them accountable in accordance with the law, deal with them strictly, and will not give any leniency.
