The Executive Yuan's total budget of 500 million yuan last year was frozen by the Legislative Yuan, which has a blue-white majority. Recently, it was reported that the Executive Yuan "expended" this 500 million yuan without authorization, which made the opposition angry. According to comprehensive media reports, when the Legislative Yuan reviewed the central government's general budget for 2014, the then Secretary-General of the Executive Yuan Gong Mingxin left the conference room without the consent of the meeting convening committee, and the Blue and White proposal froze 500 million, requiring Gong Mingxin to make a report and apologize before the budget could be spent. Although the Home Affairs Committee decided to continue freezing the amount during a follow-up review, the Executive Yuan’s 2014 final accounts showed that the frozen NT$500 million was almost spent.
This outraged the opposition, who questioned whether the Executive Yuan's move was a blatant violation of the law and undermined the oversight power of Congress. In this regard, Executive Yuan spokesperson Li Huizhi explained that the Political Yuan greatly respects the budget resolution of the Legislative Yuan, and all expenditures are in compliance with regulations and legal procedures. Since the opposition party did not specify the frozen subjects at the beginning, considering the gaps in the political Yuan business expenses and engineering procurement, the frozen amount was allocated to personnel expenses to maintain the budget. to maintain basic operations; and civil servants’ salaries are legal expenditures paid on a monthly basis in accordance with the provisions of the Civil Service Security Law and the Public Service Salary Law, the Political Yuan handles necessary personnel expenditures in accordance with the Budget Law. The final accounts for the year have been reviewed and audited by the Audit Department and the audit report has been completed, and there is absolutely no evasion of supervision.
