The "Plan" emphasizes that we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the 20th Plenary Session, comprehensively implement General Secretary Xi Jinping's important thoughts on cyber power, completely, accurately and comprehensively implement new development concepts, accelerate the construction of a new development pattern, solidly promote high-quality development, deeply implement the cyber power strategy, and focus on construction The new information infrastructure system, the network information technology innovation system, and the network information industry ecological system strive to improve modern governance, information benefits the people, dual-information collaboration, regional coordination, and open development levels, strive to consolidate security guarantees and legal and standard support, and overall improve the level of economic and social digitalization, network intelligence, and provide strong driving force and solid support for promoting the construction of a strong country and the great cause of national rejuvenation.
The "Plan" proposes that by 2030, my country's informatization will have made significant progress and its role in promoting Chinese-style modernization will become more prominent. Information infrastructure has consolidated and expanded its leading advantages, a three-dimensional network system of land, sea, air and space has been basically formed, a new generation of communication network has been fully completed, the commercial use of sixth-generation mobile communications (6G) has been launched in a timely manner, the national blockchain network has been basically completed, and the layout and development of the intelligent Internet has been accelerated. Cyberspace science and technology innovation capabilities have been significantly enhanced, the science and technology innovation system has become more complete, and breakthroughs have been made in key core technologies in key areas. The network information industry ecology is prosperous and developed, digital technology and the real economy are deeply integrated, and the comprehensive strength of network information enterprises has been significantly enhanced. The level of economic and social digitalization, networking and intelligent application has reached a new level, enabling economic and social development and governance capabilities to be significantly improved. Cybersecurity guarantees are solid and powerful, the system of regulations and standards is more complete, and the concept of a community with a shared future in cyberspace is deeply rooted in the hearts of the people.
Focusing on the development goals of the "15th Five-Year Plan", the "Plan" proposes an overall layout of "building three systems, improving five levels, and consolidating two supports" and deploys 10 specific tasks. The first is to build a new information infrastructure system, the second is to build a network information technology innovation system, and the third is to build a new information infrastructure system. To establish an Internet information industry ecosystem, the fourth is to improve the level of modern governance, the fifth is to improve the level of information benefiting the people, the sixth is to improve the level of digital green collaboration, the seventh is to improve the level of regional coordination, the eighth is to improve the level of open development, the ninth is to consolidate security support, and the tenth is to consolidate the support of laws and standards. The "Plan" emphasizes that the Central Cybersecurity and Informatization Commission will give full play to the overall coordination role, and the Central Cyberspace Administration will improve the overall coordination mechanism for national informatization development work, strengthen departmental coordination, central and local linkage, and classified guidance, organize and carry out implementation monitoring and evaluation, and promote the implementation of various tasks to achieve results.
