According to the "AFP" report, Kaliningrad is a Russian territory on the Baltic Sea coast, separated from the Russian mainland by other countries. Kaliningrad is located between NATO members Poland and Lithuania, and its geographical location is of strategic importance to both Russia and NATO. After NATO conducted an air drill in northeastern Poland near Kaliningrad on August 18, Russia emphasized that it would deploy its nuclear arsenal if NATO threatens the region.

NATO spokesperson Allison Hart said on the 29th, "I can confirm that Russia submitted an informal document to NATO, and we have responded by pointing out that NATO is a defensive alliance and that any of our activities or exercises will not pose a risk to any part of Russia."

Hart said NATO strongly condemns any threat of force, including irresponsible nuclear rhetoric. NATO also accuses Russia of increasing sabotage and interference against Ukrainian supporters in an attempt to prevent Ukraine from receiving support.

Hart pointed out that Russia's use of hybrid tactics is a sign of desperation, and NATO will not waver in its support for Ukraine. Hart emphasized that NATO has the ability to defend every inch of allied territory and maintain strong defense capabilities to be ready to respond to any threat.
