亲改革党的保守派研究机构“改革研究院”8月20日发布的一项调研显示,接近60%的受访者支持修改相关法律,要求女性也履行兵役义务,而只有34%的受访者反对这一主张。近65%的男性支持女性服兵役,而在20至39岁的群体中,这一比例更高达71.7%。与此同时,各年龄段女性中也有总计54.5%的女性支持女性兵役。
根据韩国现行法律,韩国所有健康状况符合条件的男性都必须服至少18个月、最长21个月的兵役。而一旦国家进入紧急状态,例如朝鲜半岛发生战争时,服过兵役者还有可能被重新征召入伍。
不过,最新数据显示,韩国的兵员短缺问题正在日趋严重。

李惠斌本人就出身于一个军人世家。她的祖父曾是韩国海军将领,父亲也曾在海军服役。不过她表示,即便如此,如果当年让她去服兵役,她也会犹豫不决的。她说:“一个人主动选择去参军,还是被强制征兵完全不是一回事。”
“20多岁时的18个月,对人的一生至关重要。大多数人在这个阶段接受教育、开始职业生涯,并做出很多重要的人生选择。如果为了国家需要,不得不将个人的事情暂停下来,显然不是一件容易的事情。”
李惠斌表示:“对我个人来说,如果必须以这种方式牺牲掉青年时代的18个月,我会觉得难度很大。”
生活在首尔的学者及人权活动人士宋勇才(Song Young-Chae)年轻时曾在陆军服役两年。当时韩国的兵役期要比现在更长。他表示,他个人反对让女性服兵役的主张。他对德国之声说:“传统上,保家卫国是男性的责任。我不认为现在已经紧迫到了征召女性上前线的地步。”
