In December last year, the Executive Yuan passed five national security-related draft amendments, including the "National Security Law" and the Cross-Strait People's Relations Regulations. However, more than eight months have passed since the bills were sent to the Legislative Yuan for review, and no bill has yet completed its third reading. Executive Yuan spokesperson Li Huizhi called today that in the face of the current increasing threats of China's infiltration into Taiwan and the United Front, it is necessary and urgent to strengthen the national security legal system, and relevant bills should not be delayed again and again.
Li Huizhi pointed out that President Lai Ching-te hosted a high-level national security meeting in the first half of last year and proposed 17 response strategies to address the five major national security and united front threats currently facing the country. At the end of last year, the Executive Yuan also successively proposed amendments to four laws including the "National Security Law", "Army, Navy and Air Force Criminal Code", "Army, Navy and Air Force Officers and Non-Commissioned Officers Service Regulations", "National Army Retired Officers and Soldiers Counseling Regulations", as well as draft amendments to some provisions of the Cross-Strait Regulations, hoping to strengthen the national security defense line from a legal perspective.

Li Huizhi emphasized that it has been more than 8 months since the relevant bills were submitted to the Legislative Yuan, and still no case has completed its third reading. Li Huizhi mentioned that in recent years, judicial and prosecutorial units have successively discovered that China has infiltrated Taiwan through various methods such as money, organization, and exchanges, and even illegally obtained important national sensitive information. This shows that the infiltration of communist spies and foreign forces is not an abstract threat, but a national security issue that Taiwan is currently facing. Therefore, anyone who accepts instructions or benefits from foreign forces and engages in infiltration, espionage or united front behavior that endangers national security should be severely punished in accordance with the law.
Li Huizhi emphasized that safeguarding national security should not be an offensive and defensive issue for political parties, but should be a basic consensus between the government and the opposition to jointly protect the country. The Executive Yuan respects the deliberative power of the Legislative Yuan and believes that different opinions on the bill can be fully discussed and reviewed article by article.
