The government has issued directives introducing changes to the procurement regulations of joint-stock companies with state participation; the changes provide the right to purchase goods, works and services from technology companies, including small technology companies - MTK, as the sole supplier without competitive procedures, the press service of the SME Corporation reports.

“Today, technology companies, including small technology companies, are creating advanced and unique import-substituting products. According to analytical data, about half of the companies on the MTK register are developing in the logic of substituting foreign solutions. The adoption by the government of directives will simplify the process of purchasing technological products, modified to meet the requirements of customer corporations, and will contribute to the further formation of internal technological chains,” noted First Deputy Minister of Economic Development of Russia Maxim Kolesnikov, his words are quoted on the website of the Ministry of Economic Development RF.

He also added that the directives provide for the possibility of carrying out such purchases, but do not oblige them. At the same time, state-owned companies will be able to exercise the right to purchase high-tech products from a single supplier, subject to a number of conditions. The key thing is that the technology for producing a product, work or service must be created or refined with financial support from the federal budget in the interests or on the initiative of the joint-stock company itself, its subsidiaries or dependent companies, state corporations and their subsidiaries. Information about such technology should be contained in the subsystem of state support for innovation activities of the GIS "Economy" - "Showcase of Startups".

Participation in procurement by state-owned companies is an effective tool for the development of new technologies, job creation and confident growth in the economic indicators of entrepreneurs, says Alexander Isaevich, General Director of the SME Corporation.

“The decision adopted by the government will create additional conditions for the development of small technology companies. Currently, out of more than 7.5 thousand legal entities that are included in the MTK register, 1,795 MTKs (23% of the total number of companies) took part in procurement of state-owned companies. The total volume of purchases of companies with state participation from MTK under 223-FZ amounted to 129.5 billion rubles. The possibility of creating products for the needs of large corporations is, on the one hand, new markets for MTK, and on the other hand, the opportunity to introduce innovative solutions for the implementation of investment programs of large Russian corporations,” Isaevich said.

He added that the decisions taken will reduce barriers to the procurement of such innovative solutions, significantly reducing the period for concluding contracts with MTK.
