经深入侦查,很快明确陈某等5人的犯罪事实,并逐渐摸清一个涉嫌专门针对酒驾人员实施“碰瓷”敲诈勒索的黑色产业链。

经查,该组织以严某为首,纠集多名社会闲散人员,长期流窜于嘉兴、温州等地从事“碰瓷”敲诈勒索犯罪。团伙组织架构清晰、分工明确:严某负责整体策划、物色作案目标、事后分赃;骨干成员分为“盯梢组”“作案组”“施压组”,分别负责锁定跟踪酒驾人员、驾驶车辆故意制造交通事故、在现场助阵造势和实施言语威胁,形成“选人—盯梢—碰瓷—施压—分赃”的完整犯罪链条。

据办案民警介绍,该团伙作案方式主要有两种。一种是“守株待兔”。他们事先安排同伙到夜宵摊、烧烤摊、酒吧等餐饮娱乐场所周边蹲守,观察喝酒的顾客饭后是否开车。一旦发现有人酒后驾车,便通知同伙迅速跟车,趁被害人变道、转弯或拥堵减速之机,故意加速撞上前车或急刹致对方追尾,制造轻微交通事故。另一种是“请君入瓮”,由团伙中一名女性嫌疑人假冒招嫖,线下引诱被害人先行饮酒,待其酒后驾车离开时,团伙成员随即驾车跟踪,伺机制造交通事故。

事故发生后,团伙利用被害人饮酒驾车、害怕报警受处罚的心理,以扬言报警相要挟,强行索要高额车辆维修费、误工费、补偿费、“私了费”,金额明显超出车辆实际损失。受害人担心酒后驾驶被处罚,多数不敢报警自认倒霉,被迫“花钱私了”。

在缜密经营、深挖取证后,近日,工作专班组织多警种合成作战,在嘉兴、温州等地开展集中收网,一举抓获以严某为首的犯罪嫌疑人7人,查扣涉案车辆、手机、银行卡等一批作案工具。
