The Ministry of Transport submitted to the State Duma a bill on the placement of road service facilities

A bill on the procedure for placing road service facilities along highways has been submitted to the State Duma; if passed successfully, it is expected to come into force on March 1, the Russian Ministry of Transport reported.

“The draft federal law is designed to streamline the process of placing road service facilities along highways, making travel around the country safer and more comfortable. The innovations are scheduled to come into force on March 1, 2027,” the statement says.

It is noted that the document for the first time establishes at the legislative level the concepts of “mobile road service facility” and “multifunctional road service zone”. Thus, a mobile object refers to vehicles (auto shops, auto shops, trailers and tank trucks) equipped to serve road users along the route.

In turn, a multifunctional zone (MFZ) is a territory where at least two service objects of different types are located on one site.

In addition, the bill clarifies the criteria for classifying objects as road services: they recognize only objects located in the right of way or roadside strip of the road and having direct access to it.

The Ministry of Transport explains that by concentrating objects in the MFZ, it will be possible to reduce the number of separate junctions with the highway, which will reduce the risk of accidents and stabilize the speed limit. The department also believes that the proposed changes will create favorable conditions for the development of small and medium-sized businesses.

An important innovation is the possibility of placing mobile objects at recreation areas, emphasized Valery Mashkov, a member of the Public Council under the Ministry of Transport of the Russian Federation - his words are quoted in the ministry.
