In response to the development of the North Kaohsiung Science and Technology Corridor, the Kaohsiung City Metropolitan Committee reviewed and approved the second phase of the Luzhudu Plan Four Links

In order to further respond to the development of North Kaohsiung technology corridors such as Qiaoke, Gangshan Shengsen and Baipu Industrial Park, the Kaohsiung Urban Planning Committee today (23rd) reviewed and approved the "Luzhu Urban Plan (Second Phase of the Fourth Comprehensive Review)" to plan an "industrial life support hinterland" of approximately 66.19 hectares west of the RK7 Station of the MRT Gangshan Luzhu Extension Line to introduce residential, commercial and public services and other living functions.

Deputy Mayor Lin Qinrong pointed out that the first phase of the Road-Zhu Sitong was reviewed and approved by the Metropolitan Committee on July 1 this year, focusing on industrial development in the hinterland. The second phase, with the RK7 MRT station as the core, will complement the residential, commercial and public service functions, connect Luzhu Science Park, Qiaotou Science Park and the existing Luzhu urban area, and connect the lake’s living circle, gradually strengthen industry, transportation and living functions, and create a complete North Kaohsiung science and technology living circle.

Lin Qinrong emphasized that Luzhu District currently has a day-time active population of approximately 62,600 and a night-time population of 49,500. With the continued development of the surrounding industrial parks, it is expected that the residential demand will increase by more than 10,000 in the future, and there is still a need to strengthen residential and living service functions.

Lin Qinrong said that when the planned 66.19-hectare industrial and life support hinterland was put on public display in 113, the landowners' willingness to participate in the overall development was about 50%. After the city government continued to communicate with local governments and integrated opinions, the current land area and landowners' willingness to participate have increased to more than 65%, so it is included in the second phase of the comprehensive review. Through phased planning and overall development, we can respond in advance to the demand for housing and life services driven by industrial development.

The Urban Development Bureau explained that after the case was reviewed by the Municipal Committee, it was required to further strengthen the overall transportation network and humanistic environment. About 40% of the land in the district was planned to be used as public facilities such as roads, parks, and green spaces, and about 3.33 hectares of social housing base were allocated. At the same time, the rapid transit, pedestrian and bicycle systems were improved to enhance the overall urban environmental quality. Subsequently, it will be submitted to the Urban Planning Committee of the Ministry of the Interior for review in accordance with procedures.
