Seongnam City introduces personnel hearing system before appointment of head of affiliated public institution

Ordinance passed... Verification before appointment to urban development corporation, medical center, etc.

(Seongnam = Yonhap News) Reporter Lee Woo-seong = A pre-appointment personnel hearing system will be introduced for heads of public institutions under Seongnam-si, Gyeonggi-do.

Seongnam City announced on the 11th that the city council passed the original version of the 'Seongnam City Council Personnel Hearing Ordinance' proposed by Rep. Park Ki-beom of the Democratic Party of Korea at the special plenary session held on the 7th.

The city plans to promulgate the relevant ordinance as early as the end of this month or early October and implement a personnel hearing system when appointing heads of affiliated organizations.

The candidates for the personnel hearing are the heads of nine public corporations, corporations, and invested and funded organizations under the city, including Seongnam Urban Development Corporation, Seongnam Industry Promotion Agency, Seongnam Cultural Foundation, Seongnam City Youth Foundation, Seongnam City Commercial Revitalization Foundation, Seongnam City Medical Center, Seongnam City Government Research Institute, Seongnam Mayors' Association, and Seongnam City Welfare Foundation.

However, the personnel office issue is a voluntary regulation that is opened only when the mayor requests the city council in accordance with the Local Autonomy Act and the corresponding ordinance, which is the parent law, and is not a mandatory matter that must be passed.

Hearings are hosted by the city council standing committee in charge of the relevant agency.

It must be completed within 20 days from the mayor's request for a hearing, and the hearing period is set to be within 3 days (extendable by up to 10 days in unavoidable cases).

Those subject to the hearing must submit to Congress information on their occupation, education, and experience, as well as military service, assets, tax payment and delinquency records for the past five years, and criminal record information.

In principle, hearings are open to the public, but in cases where privacy is violated or confidentiality is required by law, they can be held privately.

Rep. Park, who proposed the ordinance, said, “This ordinance will serve as an institutional basis for thoroughly verifying the expertise and morality of candidates in the process of appointing heads of major organizations.”
