Digital finance in Russia is regulated by new laws on digital currencies.
MOSCOW, October 9 - RIA Novosti. Digital finance is currently undergoing revolutionary development, as new rules, including regulatory ones, are being actively formed, said Deputy Chairman of the PSB Olga Myamlina.
She shared this opinion at the plenary session “AI Race: Are General Rules Necessary?” within the framework of the Global Digital Forum.
Myamlina noted that the law on digital currencies, which came into force on September 1, opened up new opportunities for the PSB to build a digital circuit, including, on the one hand, the issuance, accounting, storage and exchange of digital currencies and assets, and on the other, the integration into a single system of banking and digital financial products.
According to her, all the necessary elements are in place for this. The PSB platform for issuing DFA (digital financial asset) Tokeon is now developing two main directions - a factory of digital products and an information system operator, as well as a digital depository, since the platform infrastructure is designed not only for working with DFA, but also for accounting for digital currencies and digital rights. In 2024, PSB also created the company "A7", a Russian international settlement system that provides cross-border payments for Russian businesses.
“Thus, PSB built a digital circuit that opened up completely new scenarios for the synergy of products that are different in their economic essence. Examples of such synergies and a systematic approach can be used, among other things, to accelerate the implementation of AI tools. Especially in conditions of external restrictions,” said Myamlina, her words are quoted by the bank’s press service.
She also shared the results of a recent PSB study on the implementation of AI in public administration of Russian regions: often the locomotive of implementation is not the relevant federal executive authorities, but sectoral federal departments. In addition, the study showed that implementation is much more successful where management personnel are digitally literate.
The development of the digital potential of subjects, according to Myamlina, creates demand for non-banking services, improves the quality of borrowers, increases the regional tax base and, accordingly, opens up direct commercial opportunities. Among other things, the speaker noted that the PSB is ready to organize the release of regional DFAs on the Tokeon platform to attract funding for the implementation of the National Plan for the Implementation of AI.
